The current vacancy is in the Energy Services Supervisor Assignment; however, this recruitment may be used to create an Eligible List to fill future vacancies in other assignment areas. An Energy Resources Gas System Supervisor is responsible for supervising and coordinating the construction, installation, maintenance, repair, and regulatory compliance of the City's natural gas utility services work and distribution systems. Areas of assignment include: Compliance, Construction, and Energy Services. Duties include: scheduling and coordinating required and regulated training for subordinate staff; reviewing work; participating in hiring processes; initiating disciplinary actions; evaluating employee performance; and overseeing contractors. As a supervisor, this class handles difficult customer and public contact situations and spends a considerable amount of time doing follow-up and troubleshooting work. An employee of this class is subject to adverse weather conditions, and work is performed under the hazardous conditions associated with natural gas. This class is also subject to a rotation to any of the assignments below. This class performs related duties as required.

  • Supervise and coordinate the construction, installation, maintenance, repair, and regulatory compliance of the City's natural gas utility services work and distribution systems.
  • Schedule and coordinate required and regulated training for subordinate staff.
  • Review work and participate in hiring processes.
  • Initiate disciplinary actions and evaluate employee performance.
  • Oversee contractors and handle difficult customer and public contact situations.
  • Perform follow-up and troubleshooting work.
  • Plan, develop, and train employees in regulatory requirements for gas and electric system operations.
  • Manage apprenticeship programs and related training programs.
  • Supervise the work of Energy Resources Compliance Specialists and Training and Safety Specialist.
  • Conduct needs-analyses of training material and associated regulatory programs.
  • Ensure timely installation and construction of utilities infrastructure.
  • Supervise the work of Gas System Crew Leaders and Gas System Inspectors.
  • Coordinate materials for construction jobs and emergency repairs.
  • Supervise assigned staff in the installation, maintenance, and repair of gas regulators and meters.
  • Graduation from an accredited college or university with a Bachelor's Degree in Engineering, Business Administration, Business Management, Organizational Management, or related field.
  • Three years full-time employment in technical gas utility areas such as regulatory safety compliance, design, construction, maintenance, repair, operations, leak survey, or corrosion control.
  • Two years of lead or supervisory experience in a gas utility or related field.
  • Experience in gas mains, city gate stations, pressure regulator stations, gas service lines, gas meters, or SCADA systems.
  • Valid Class D Arizona Driver's License by hire or promotion date.
  • Ability to complete the City of Mesa's operator qualification requirements within six months of hire or promotion date.
  • Completion of Department of Transportation (DOT) Reasonable Suspicion Training for supervisors within 30 days of supervisory assignment of DOT safety sensitive employees.
  • Completion of National Incident Management System (NIMS) 700 training within six months of hire or promotion date.
  • Thorough working knowledge of CFR, Part 192, as it applies to the construction and maintenance of a large natural gas distribution system.
  • Membership or affiliation with organizations such as the American Gas Association (AGA).
