About The Position

As an Energy Program Manager, you will advance the energy management goals of the Airports Authority, a leader in the industry in energy conservation and efficiency. Energy Program Manager serves in the Airport Maintenance Department at Washington Dulles International Airport (IAD) and Ronald Reagan Washington National Airport (DCA). Advises on electrical and mechanical system operations at IAD and DCA pertaining to energy and resource management and conservation, systems efficiency and reliability, and energy and utility services procurement. Performs related functions.

Requirements

  • Six years of progressively responsible experience in specifying, commissioning, installing, and maintaining utility equipment; procuring energy; and conducting energy audits and making recommendations for efficiency improvements at a large institution or facility or equivalent experience that demonstrates proficiency in these disciplines.
  • Comprehensive knowledge of electrical and mechanical systems and ability to apply applicable knowledge to electrical power generation, transmission, and distribution; mechanics of boiler and chiller operation and HVAC service issues; fuel efficiency, water supply, treatment, and distribution; wastewater collection and treatment; and fire protection engineering.
  • Knowledge of and skill in interpreting legal and regulatory requirements related to energy management, including those of as the Federal Energy Regulatory Commission, Occupational Safety and Health Administration, and US Department of Energy.
  • Skill in inspecting utility operations and procedures for maintenance and repair work and in reviewing engineering needs and proposals.
  • Ability to perform detailed analyses of data and information and make recommendations.
  • Ability to speak and write effectively.
  • Skill in using a computer and modern office suite software, with emphasis on engineering systems/software.

Nice To Haves

  • Certification as a Certified Energy Manager from a certification program accredited by the American National Standards Institute (ANSI) or the Association of Energy Engineers (AEE).

Responsibilities

  • Reviews and analyzes IAD and DCA energy consumption in an effort to develop strategies for reducing energy usage and costs.
  • Works across all divisions, departments and organizations in a collaborative and proactive manner utilizing existing and new energy efficient technologies.
  • Presents alternative procurement and operational strategies to minimize cost and maximize service reliability and makes recommendations to senior management for approval.
  • Provides technical support to the Utilities, Electrical Services and Equipment Maintenance Divisions for the continuing operation, maintenance, and repair of essential utilities/equipment for IAD and DCA.
  • Reviews operations over five-year and longer planning periods and provides technical advice and assistance in matters of design and redesign of mechanical and electrical systems.
  • Reviews specifications and design documents for proposed changes and major repairs of utility, electrical, and mechanical systems.
  • Documents recommendations and concerns and forwards to responsible Project Engineer or Division Manager.
  • Plans and submits project recommendations that address existing or future requirements.
  • Represents the Airport Maintenance Department in technical review and coordination discussions with electrical and mechanical designers, fabricators, and installation contractors for systems used at IAD and DCA.
  • Acts as Project Manager and serves as Contracting Officer's Technical Representative (COTR) for utility contracts including electricity, natural gas, water, sanitary sewer, and fossil fuels.
  • Develops statements of work and leads evaluation committees through the request for proposal solicitation and award process.
  • Coordinates with appropriate departments and the contractor's team to ensure all contract deadlines and financial obligations are met.
  • Monitors deliverables, approves or declines contractor invoices, and re-negotiates contracts based on contractor performance.
  • Documents and reports on monthly utilities usage and costs in correlation to passenger count, square footage, and weather conditions.
  • Forecasts utilities usage and costs to projections and develop annual budgets.
  • Monitors maintenance activities at a variety of work sites, discusses equipment operations and maintenance matters with Department employees, and provides direction or corrective action for proper start up, operation, and maintenance of equipment and controls.
  • Stays abreast of new technologies and strategies regarding energy reduction, resource conservation, and equipment optimization.
  • Researches, identifies, and facilitates applicable training related to sustainability and energy management for airport employees.
  • Researches grant opportunities and coordinates with applicable Authority offices to submit applications and secure funding.
  • Leads all sustainability issues regarding energy use (electricity, natural gas, water, and fossil fuels) within Airport Maintenance, and represents the airport with internal and external stakeholders.
  • Serves a member of the Airports Authority Sustainability Committee.
  • Performs other duties as assigned.
