About The Position

The primary purpose of this position is to assist in the development and implementation of energy-specific resident initiative programs for public housing residents. The incumbent performs responsible utilities data processing and other related technical work in tracking, monitoring, measuring, and managing utilities costs and consumption information. Duties include supporting and assisting in the compilation, completion, and presentation of reports and analyses, and other such relevant records in meeting the goals of the department. Works with various other energy information-related projects and systems. Attends and conducts various meetings, teleconferences, and surveys, as well as coordinates and forms part of Reasonable Accommodation-related inspections and other related projects, such as meter reading tracking. Performance of the duties requires excellent computer application and public relations skills, and sound judgment in decision-making. All activities must support the Housing Authority of Baltimore City (“HABC” or “Authority”) mission, strategic goals, and objectives.

Requirements

  • Bachelor’s degree in business administration, Accounting, or related field(s) and a minimum of two [2] years of experience in energy-related business or accounting concepts.
  • Possession of a valid Maryland driver's license.
  • Must be able to be covered under the Authority's vehicle insurance policy.
  • Must not engage in private real estate business.
  • Availability to work some evenings and weekends as needed.
  • Successful completion of a prescreening investigation, including verification of employment history and education credentials.
  • A 6-month probationary period applies to this full-time permanent position.

Nice To Haves

  • Demonstrated experience with current energy and utility rates and billing preferred.

Responsibilities

  • Reviews tenant sub-metering data for anomalies and accuracy.
  • Tracks and monitors the EnergyCap meter reading channel data.
  • Tracks and monitors residents’ billing data.
  • Compiles, completes, and presents utilities data on a regular basis, including on a daily, weekly, or monthly basis or as otherwise required.
  • Liaise with and attend to Project Managers’ requests for various types of service requests, including electricity, gas, steam, fuel oil, and water.
  • Liaise with and ensure that utilities vendors take the appropriate action to resolve tasks and other related inquiries and respond timely to various utilities service requests.
  • Ensure that the appropriate entries, updates, and/or corrections are made to EnergyCap software for various acquisitions and dispositions as presented by the HABC’s Office of Legal Affairs (OLA).
  • Using various primary sources, verifies and ensures that new service accounts are legitimately owned by the Housing Authority of Baltimore City (HABC) before updating them into the EnergyCap system.
  • Leads and participates in various resident community meetings, teleconferences, workshops, training sessions, surveys, inspections, and other such tasks.
  • Remain compliant with various rules and regulations in the service of residents, including those of HUD and HABC.
  • Must learn and effectively use various types of office equipment and office computer software, including EnergyCap, Housing Resident Web Interface (HRWI, PA speaker systems, presentation tools, and others.
  • Provides timely response to various inquiries received both internally and externally, or as assigned.
  • Works to achieve proficiency in various desk tasks of the Billing, Metering, and Program Planning section.
  • Coordinates activities with the Capital Planning department in the processing of the installation of new service requests for various utilities.
  • Regularly engages with the Scattered Sites staff by providing and/or requesting appropriate information.
  • May assist Energy Program Supervisor with Reasonable Accommodations process and applications. Formally documents and publishes the procedure by which residents petition the agency for additional energy allowance.
