About The Position

ICF’s Justice, Workforce, Preparedness & Community Development group works to improve Americans’ lives through strategic consulting support, technical assistance, and program implementation. We are seeking a candidate to join the Housing and Community Development team who is enthusiastic about advancing energy efficiency and affordability in multifamily buildings. The Energy Program Analyst will be part of a multidisciplinary team supporting the design and execution of state-sponsored multifamily energy efficiency programs. This position requires strong experience in multifamily energy efficiency, energy-efficient technologies, and strategies associated with multifamily buildings. This role can be located anywhere in the continental US.

Requirements

  • Associate degree
  • Minimum 2 years of professional experience in data analytics
  • Minimum 2 years of experience with Customer Relationship Management (CRM) systems and reporting
  • Minimum 1 year of experience in customer service, sales, administration and/or related experience
  • Proficiency with Microsoft Office software, especially Excel and PowerBI

Nice To Haves

  • Bachelor’s Degree
  • Knowledge of energy-efficient technologies and practices related to lighting, motors, HVAC systems, and multifamily energy technologies.
  • Direct experience performing energy audits is a plus.
  • Working knowledge of multifamily housing management and/or operations strongly preferred, especially related to energy efficiency improvements, including lighting and HVAC.
  • Interest in affordable housing, community development, and sustainability issues, including energy efficiency, renewable energy, and/or decarbonization.
  • Familiarity with federal, state, and/or utility provider energy efficiency and renewable energy incentive programs.

Responsibilities

  • Work as part of a multidisciplinary energy efficiency and affordable housing team, ensuring that the implementation, evaluation, and verification of state-sponsored energy efficiency programs are successfully executed.
  • Review project application forms and submittals by multifamily owners/operators, construction contractors, engineers/consultants, and other program participants to confirm compliance with program policies and procedures.
  • Interface with customers and contractors participating in state-sponsored programs.
  • Process program incentive payments per established policies and procedures.
  • Coordinate with or follow up on program quality control inspections and customer surveys as appropriate.
  • Learn and apply detailed knowledge of organizational procedures to make independent decisions and serve as a credible resource for a senior management team.
  • Support technical assistance engagements related to housing and community development, energy efficiency, and/or renewable energy.
  • Support coordination of technical assistance and preparation of reports, guidance, and training materials.
  • Contribute to the development and deployment of communications, outreach, and training resources, including case studies, webinars, in-person events, and other communications.
