About The Position

The Energy Market Design Lead is responsible for SRP’s participation and engagement in organized wholesale market design, recommending and analyzing the impact of design modifications, and supporting the development of market design expertise throughout the organization. This position serves as a Subject Matter Expert (SME) for market operations and market participation. This position will participate in multiple working groups in support of market design changes and issues. This position will facilitate internal and external discussion, design changes and market analysis for the CAISO EDAM, SPP Markets+, and/or other Western Markets efforts. This position will also represent SRP with NERC, Regional Entities, market stakeholders in the West, as well as RTO members and stakeholders.

Requirements

  • Minimum of 7 years of relevant experience is required.
  • In lieu of a bachelor's degree, 11 years of relevant experience or an equivalent combination of education and experience totaling 11 years may be considered.

Nice To Haves

  • Preference will be given to individuals with experience and knowledge of organized wholesale markets (including energy imbalance markets and ISO/RTO markets), stakeholder processes, real-time or day-ahead trading, utility market policies and practices, and electric utility operations.
  • Familiarity with market monitoring, generally accepted ratemaking, cost allocation and pricing principles, resource planning, policies and procedures of FERC and state regulatory commissions also desired.
  • Operational knowledge and experience in the Eastern and Western Interconnections strongly preferred.
  • Exceptional verbal and written communication skills with an emphasis on presentation skills.
  • Excellent time management and organizational skills, including ability to manage changing and multiple priorities.
  • Manage relationships with peers and other support groups to ensure departmental and project objectives are met in a timely manner.
  • Ability to work effectively with various organizations within SRP.
  • Position requires occasional travel to industry functions/meetings, as well as contact with outside agencies.

Responsibilities

  • Participate in industry forums including in-person meetings, conference calls, and webinars with representatives from multiple entities to represent SRP’s interests related to emerging markets and drive successful outcomes.
  • Provide specialized technical expertise, primarily for organized wholesale market activities to internal and external committees and working groups related to Western market developments.
  • Operate independently as the market design and operational expert to drive positive outcomes for SRP.
  • Keep SRP management and executive leadership updated and informed on market design decisions.
  • Lead other professionals through new market design attributes and ensure deliverables are successful.
  • Provide project management and technical support to implement transitions into new markets.
  • Collaborate with other current and future external market participants.
  • Analyze and model proposed regulatory and policy changes, utilizing specialized knowledge of a utility trading organization, to assess the impacts on system operations.
  • Develop, coordinate, and implement plans to adapt SRP’s operational strategies.
  • Recommend market design changes to management and facilitate market design changes through relevant stakeholder processes, tariff modification, and business practice/protocol development.
  • Assess enterprise level impacts to SRP’s core business function and strategic objectives.
  • Assess areas of needed change and/or improvement leading to the resolution of market issues.
  • Develop analyses, position papers, comments and other work products that support SRP’s priorities and interests, as well as provide presentations to effectively inform SRP decision-makers of developing market trends.
  • Prepare and conduct written and oral reports/presentations to effectively communicate to external entities and industry groups.
  • Coordinate, track and lead reviews of market business processes.
  • Engage with industry consultants and operations personnel to establish robust paths for interdepartmental coordination and collaboration.
  • Support FERC filings through providing data and assist in drafting testimony.
  • Review and develop educational materials related to market design and support the training and development of relevant internal stakeholders.
  • Analyze market intelligence, interface with regulatory teams and energy traders and gather research to help SRP navigate the energy landscape.
