About The Position

This is a full-time exempt Energy Manager position located at the U.S. Air Force Academy. The Energy Manager will be responsible for optimizing energy usage and sustainability measures across campus buildings and infrastructure. This position is a vital part of the installation engineering team, supporting USAFA's mission by developing energy conservation strategies, managing compliance with federal energy mandates, and leading related project initiatives.

Requirements

  • Bachelor’s Degree in Engineering, Architectural Engineering, or a related field.
  • Minimum 7 years of experience in energy management, sustainable design, or building system analysis.
  • In-depth knowledge of mechanical systems and building automation controls.
  • Ability to build and evaluate energy models (e.g., eQuest).
  • Understanding of energy-efficient commercial lighting systems.
  • Strong verbal and written communication skills, including technical presentation abilities.
  • Comfortable interacting with building owners, facilities personnel, engineers, and architects.
  • Experience within the architectural design process.
  • Strong documentation and analytical skills.
  • Proficient in Microsoft Office Suite.
  • Willingness to travel.
  • Must possess and maintain a valid Class “R” Colorado driver’s license with a satisfactory driving record.

Nice To Haves

  • Prior Air Force Civil Engineering Squadron experience.
  • Certified Energy Manager (CEM) by the Association of Energy Engineers (AEE).
  • Experience working on-site at a government or federal institution.
  • Ability to pass a federal background check.
  • Certified Energy Manager (CEM) by AEE preferred.

Responsibilities

  • Serve as the base Energy Manager for the United States Air Force Academy.
  • Collaborate with design teams to develop energy-efficient building systems from concept through construction.
  • Conduct energy audits of existing facilities to identify conservation and cost-reduction measures.
  • Recommend and implement state-of-the-art technologies including lighting, HVAC, and building envelope improvements.
  • Develop detailed energy models using DOE-2 compliant software (e.g., eQuest).
  • Prepare LEED energy documentation and support certification efforts.
  • Develop and manage energy projects funded through ECIP, FEMP, MILCON, ESPC, and UESC.
  • Perform engineering analysis, cost estimation, and life cycle cost analysis of proposed energy projects.
  • Conduct energy/water conservation audits for at least 10% of USAFA facility square footage per year.
  • Calculate, validate, and report utility rates monthly for all reimbursable base consumers.
  • Maintain utility data in the Defense Utility Energy Reporting System and ensure timely quarterly submission.
  • Prepare and present quarterly Energy Performance Index and metering/budget reports.
  • Respond to internal data calls and provide updates to energy steering group meetings.
  • Coordinate and lead quarterly Energy Management Steering Group meetings.
  • Support client meetings, charrettes, data collection visits, and project reviews.
  • Review sustainability practices and recommend improvements to meet DoD and Air Force energy goals.
  • Develop DD Form 1391 documents with associated cost estimates and project justifications.
  • Assess feasibility of alternative energy systems and financing strategies.
  • Conduct site visits and ensure compliance with energy policies and procedures.
  • Participate in control system and energy master planning efforts.
  • Perform other duties as assigned.
