About The Position

The Energy Facility Site Evaluation Council (EFSEC) Chair is a pivotal leadership role responsible for guiding the Council in evaluating and making recommendations regarding energy and energy product manufacturing facilities in Washington State. The Chair presides over meetings, engages with various stakeholders, and ensures that energy projects are environmentally responsible and aligned with community interests. This position requires a strong commitment to environmental stewardship and the ability to navigate complex regulatory environments while promoting clean energy initiatives.

Requirements

  • Proven ability to lead and contribute to high-level policy development.

  • Skilled in conducting research, stakeholder consultations, and drafting comprehensive policy documents.
  • Experience in managing complex and controversial public policy issues.
  • Ability to communicate effectively with senior leaders, the Legislature, and community organizations.
  • Experience in chairing a board, commission, or committee and conducting public meetings.

  • Familiarity with rulemaking, the adjudicative process, and the state legislative process.

Responsibilities

  • Lead all Council meetings and oversee public hearings on applications and permits.
  • Act as the Council's main spokesperson, ensuring public involvement and transparency in Council activities.
  • Work with the director to meet statutory goals and policy direction from the Executive branch.
  • Sign official documents, reports, contracts, and permits for the Council.
  • Investigate and review energy facilities and clean energy product manufacturing facility site applications.
  • Issue permits associated with site certification agreements to ensure compliance with federal environmental standards.
  • Monitor compliance with site certification agreements and permits during construction and operation of facilities.
  • Consult with federally recognized tribes regarding the impact of proposed projects on their resources or rights.
  • Collaborate with stakeholders on emerging issues regarding facility siting and operations.
  • Advise the Governor and their staff on policy issues and assist in creating state legislation and policies.
