About The Position

The North Carolina Department of Environmental Quality (DEQ) is the lead stewardship agency for the protection of North Carolina's environmental resources, providing science-based environmental stewardship for the health and prosperity of all North Carolinians. The DEQ administers regulatory programs for air and water quality, public health, and works to advance an all-of-the-above energy strategy. The State Energy Office, a division of DEQ, serves as the agent for energy planning and program development, ensuring a sustainable energy future for North Carolina residents. This office provides services and technical expertise on energy efficiency, encourages the growth of the state's energy economy, and works to increase the use of renewable energy and alternative fuels. It also supports energy efficiency in public buildings and provides educational opportunities for various entities. This specific position is a time-limited, full-time role within the DEQ State Energy Office. It focuses on ensuring proper, effective, and compliant energy conservation measures are employed by subgrantees of the IIJA Weatherization Assistance Program in the homes of low-income citizens that are weatherized. This specialized professional work involves administering, monitoring, and inspecting energy conservation efforts, as well as providing training to subgrantees to ensure efficient and effective weatherization work.

Requirements

  • Bachelor’s degree in business or public administration, engineering or construction technology from an appropriately accredited institution and one year of experience in administering grant contracts or supervising or performing energy conservation audit or construction projects; or an equivalent combination of education and experience.
  • Must be able to obtain within the first 90 days of start date and then maintain as a condition of employment: Have at least 1,000 hours of relevant prior experience in a field or technical position within home performance, weatherization, or building science (energy efficiency, indoor air quality, building performance, whole home assessments) or energy audits.
  • Must be able to obtain within the first 90 days of start date and then maintain as a condition of employment: Obtain the BPI HEP Energy Auditor certification.
  • Must be able to obtain within the first 90 days of start date and then maintain as a condition of employment: Obtain the BPI HEP QCI certification.
  • Must Obtain within 6 months of start date and then maintain as a condition of continued employment: Obtaining and maintaining a BPI Multifamily Building Analyst (MFBA) certification.

Responsibilities

  • Ensure proper, effective, and compliant energy conservation measures are employed by subgrantees of the IIJA Weatherization Assistance Program in the homes of low-income citizens that are weatherized.
  • Administer, monitor, and inspect energy conservation efforts.
  • Provide training to the subgrantees to ensure weatherization work is performed efficiently and effectively.
  • Monitor and report on subgrantee weatherization efforts.
  • Review agreements for subgrantees and subcontractors of the subgrantees.
  • Track and evaluate production and expenditures of the subgrantees.
  • Provide training and technical assistance to the subgrantees.
  • Assist the program manager with leveraging partners to maximize the energy conservation benefits for low-income citizens of North Carolina.
