About The Position

ProSidian Seeks a Budget/Financial Analyst in CONUS/OCONUS - Washington, DC to support an engagement for an independent agency of the United States Federal Govt. that is concerned with the United States' policies regarding energy and safety in handling nuclear material. The agency has a mission to lead national efforts to modernize the electric grid; enhance security and reliability of the energy infrastructure; and facilitate recovery from disruptions to energy supply. The ProSidian Engagement Team Members work to provide financial, technical, analytical, modeling, project management, and communications support to meet on-going requirements within the agency. Budget/Financial Analyst Candidates shall work to support requirements for Program Support and primary role is to provide support to a web based comprehensive strategic planning system that provides the user with the ability to monitor budgeting data and contract details essential to the funding processes, provide financial expertise and programmatic support for the Annual Operating Plan (AOP), and provide financial and analytical expertise in the areas of budget formulation and execution. Have a strong understanding of the federal budget execution process. Support the OE budget team and program managers and provide daily budget execution and financial reporting functions. Provide management support to collect, evaluate and test financial data for a number of annual, recurring departmental reviews such as the Federal Managers’ Financial Integrity Act (FMFIA). Must summarize issues and findings in a clear and logical manner. Have strong analytical and problem solving skills. Conduct periodic reconciliation reviews of external interfaces with DOE field offices in order to identify and correct data gaps, financial discrepancies and errors. Work with a variety of IT systems including Oracle Hyperion financial software applications, IBM Cognos, and Oracle I-Data Warehouse Software. Have advanced experience with Microsoft Office Word, PowerPoint, Excel, and Outlook. Must have strong presentation skills and be able to communicate effectively orally and in writing.

Requirements

  • The Budget/Financial Analyst shall have consecutive employment in a position with comparable responsibilities within the past five (5) years
  • Must be able to use a computer to communicate via email
  • Proficient in Microsoft Office Products (Word/Excel/Power point) and related tools and technology required for the position
  • Work products shall be thorough, accurate, appropriately documented, and comply with established criteria
  • The candidate shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined
  • A bachelor’s degree is required with at least three years work experience in accounting, budget execution, financial system requirements and analysis, financial planning and reporting, auditing, and internal financial controls
  • U.S. Citizenship Required
  • Excellent oral and written communication skills
  • All ProSidian staff must be determined eligible for a “Facility Access Authorization” (also referred to as an “Employment Authorization”) by the USG’s designated Security Office

Nice To Haves

  • Experience with the Federal Managers’ Financial Integrity Act (FMFIA) is preferred
