Requirements

  • Minimum of a High School Diploma (or equivalent) supplemented by two years of post- secondary education, in a relevant field. Note: Additional years of work experience in a relevant field can be substituted for one year of education.
  • Ability, through education, or a combination of education and program experience, to demonstrate knowledge of, and experience with, effective quality assurance and systems analysis, with emphasis on workforce development programs.
  • Demonstrated working knowledge of and proficiency using computer programs such as Microsoft Office, including Word, Excel, Outlook, and experience with WWP, ECF, CWW, and WEBI.
  • Experience with workforce development and holistic human services policy interpretation, development implementation, and documentation.
  • Experience analyzing systems, identifying systematic weaknesses, recommending quality improvement, strategies, and recommending concrete solutions to enhance service delivery and agency performance.
  • Strong written and oral communication skills with demonstrated ability to interact effectively with individuals from diverse socio-economic backgrounds and colleagues/peers at all levels within the

Responsibilities

  • Learn, maintain understanding and knowledge of W-2 program policy, performance outcomes and procedures.
  • Assist with the development of internal processes and procedures.
  • Monitor performance outcomes and verification by reviewing relevant data and reports, conducting verification of employment and participation in work/training activities, and communicating monitoring findings to program management staff.
  • Work with case management and quality assurance teams on employment information and verification.
  • Communicate with employers to verify employment when information or verification is incomplete.
  • Enter participant employment verification data into the Wisconsin Work Programs (WWP) system once verified within specified timeframes.
  • Assist with developing program and service delivery system procedures and monitoring tools to analyze and evaluate UMOS W-2 program performance against targeted contract benchmarks.
  • Screen cases for new and ended employment for system entry using WEBI reporting ECF, CWW and WWP.
  • Complete work site visits to obtain job verification or collect pay stubs from employers.
  • Maintain an Excel record of performance claims reviewed, findings and claims that have been captured
  • Perform targeted case reviews to ensure program compliance with respect to documentation, tracking and reporting of case and participant data.
  • Review Electronic Case File (ECF) to ensure full documentation of contract performance payment
  • Provide W-2 policy technical assistance to direct service staff members and assist with staff training with respect to job entry and performance claims.
