About The Position

The most senior individual contributor level Employee's Pensions Officer responsible for performing specialized tasks in one or more key areas of benefits, communications, finance, investments or technology management for the City of Dallas, conducting investment and regulatory compliance analysis, and overseeing high-level policy implementation. The ERF Officer II is responsible for performing advanced tasks and managing large-scale projects in one or more key areas: Benefits, Communications, Finance, Investments, or Technology. The role manages critical fund operations, ensures compliance with policies, and contributes to the implementation of strategic initiatives, including work planning, directing, analyzing, and coordinating specialized research, and reporting pension programs in one or more of the following areas: general administration, benefits administration, investment analysis, finance, communications and legislative analysis or customer relations.

Requirements

  • Expert knowledge in plans administration, using the ERF designated pension administration system.
  • Recognized leadership and skill in interacting with and influencing a diverse population and workforce.
  • Expert knowledge of the laws and regulations of the State of Texas relate to pensions administration, investment funds management and/or communication of benefits.
  • Advanced ability and attention to detail in writing written instructions and directing individuals to the correct sources of information.
  • Advanced skill in communicating effectively and clearly both verbally and in writing.
  • Master ability to quickly and effectively identify and red-flag potential fraud scenarios.
  • Ability to review, analyze, interpret, and/or prepare federal and state laws, rules, regulations, policies and procedures.
  • Ability to develop, implement, and administer statistical, demographic, or other specialized research services and programs.
  • Ability to analyze and interpret complex statistical data, and to present analyses and conclusions with clarity and precision.
  • Expertise in pension administration systems, financial management tools, and/or communication platforms, depending on the assigned area.
  • Expert knowledge of public-sector pension plan management including Dallas City Code 40A and pension administration best practices.
  • Advanced knowledge of public-sector pension plan management including Dallas City Code 40A and pension administration best practices.
  • Bachelor’s degree from an accredited college or university with major coursework in business administration, finance, accounting, communications, information technology, or a closely related field.
  • Eight (8) years of professional experience as a defined benefit plan officer or fifteen (15) years of professional experience in accounting, benefits, communication, finance, technology, or other related area with a large-scale internal or external customer.
  • Must pass intensive background investigation, physical, eye exam, polygraph, psychological exams, as well as drug and alcohol testing.
  • No Felony convictions or deferred adjudication/court ordered community supervision/probation for Class A Misdemeanor.
  • Must not have been convicted of or placed on deferred adjudication/court ordered community supervision/probation for a Class B Misdemeanor as an adult within the last ten (10) years.
  • Must be twenty-one (21) years of age or older.

Nice To Haves

  • Experience with major projects, such as system upgrades or process improvements in a large municipality or public sector environment is highly preferred.
  • Relevant professional certifications such as CPA, CFA, CEBS, or ITIL is highly preferred.
  • Certification requirements are subject to position responsibility and must be approved by the Executive Director or Deputy Executive Director.
  • Master's degree in business, communication, investment, or information technology or a closely related field and six (6) years’ experience as a defined benefit plan professional, or 13 years of professional experience in accounting, benefits, communication, finance, technology, or other related area may fulfill education and experience requirements.

Responsibilities

  • When applicable, oversees the administration of retirement benefits, including leading advanced pension program evaluations, recommending operational improvements and cost-saving strategies.
  • Develops comprehensive reports on pension fund performance, actuarial projections, and financial sustainability.
  • Serves as a key representative in pension-related legislative discussions, regulatory compliance audits, and policy development initiatives.
  • Manage large-scale pension system modernization projects, including data migration, cybersecurity measures, and automation strategies.
  • Collaborates with investment professionals to assess market conditions, analyzes asset allocations, and monitors risk exposure.
  • Ensures compliance with IRS, GASB, Department of Labor, and other governing bodies related to public pension fund management.
  • Provides expert consultation on pension plan redesign, retirement incentive programs, and workforce transition planning.
  • Develops strategic communication plans for pension program changes, engaging ERF members and stakeholders.
  • Conducts advanced forecasting and stress testing of pension liabilities and funding models.
  • Serves as an advisor to executive leadership on long-term pension planning, workforce implications, and financial impact analysis.
  • Provides technical support and training to ERF staff and ensures transition of knowledge and documentation of processes.
  • Monitors the investment portfolios for compliance and prepares fund performance reports; creates standardized tools and templates; evaluates potential investment opportunities; ensures adherence to relevant policies and regulations.
  • Analyzes and leads technology upgrades and ensures data integrity; provides technical support and training to other ERF staff.
  • Ensures documentation of processes and critical information; manages and assists with succession planning.
  • Performs other work as needed or assigned.
