About The Position

The Employee Benefits Law Specialist position at the Department of Labor is responsible for drafting major precedential interpretations, variances, opinions, and advisory rulings. The role involves providing technical assistance to the Employee Benefits Security Administration (EBSA) and other federal agencies, conducting extensive legal research, and recommending office policies. The specialist will also participate in the revision and development of regulations, interpretations, advisory opinions, procedures, and forms related to employee benefits law.

Requirements

  • Must be a U.S. Citizen.
  • Must be at least 16 years old.
  • Must have 52 weeks of specialized experience equivalent to at least GS-13 in the Federal Service.
  • Education in finance, banking, business administration, economics, mathematics, accounting, law, or related fields.
  • Experience in management, administration, development, analysis, audit, or financial management of pension and welfare plans.

Nice To Haves

  • Experience in government, employee benefit plan administration, or consulting.
  • Legal work involving interpretation of Federal laws concerning employee benefit plans.
  • Auditing or accounting work determining compliance with Federal and State laws governing employee benefit plans.

Responsibilities

  • Provide oral and written technical advice and guidance regarding the interpretation and application of Part 7 provisions of ERISA and related legislation.
  • Conceptualize, frame, resolve, and present technical issues and recommendations to develop organized, concise, and effective opinions and technical guidance.
  • Conduct research on legal and policy precedents, including reviewing legislative history, existing law, agency opinions, and regulations.
  • Develop interpretations and policy positions consistent with law, legislative history, established precedents, and EBSA/DOL policy.
  • Develop technical presentations regarding Part 7 of ERISA to train other OHPSCA and EBSA personnel.
  • Review complex group health plan materials and guidance requests, developing recommendations for disposition for consideration by senior Agency officials.
