Primary Purpose: Responsible for overseeing the district’s employee benefits program. Education / Certification: Bachelor’s degree in human resources, business administration, education, or equivalent preferred. Experience / Other Requirements Minimum two years successful administrative experience in public school benefits administration preferred. Personal cell phone required to handle district related business, including after hours, or when away from the office on district business. Special Knowledge / Skills: Knowledge of benefits practices. Ability to implement policy and procedures. Ability to analyze and interpret data and statistics. Strong communication and interpersonal skills. Major Responsibilities and Duties: Employee Benefits Responsible for the administration of the employee benefits programs such as group health insurance, dental, vision, life, disability, cancer, and medical/dependent care reimbursement. Handle all employee benefit inquiries and complaints to ensure quick, equitable, and courteous resolution. Act as liaison between employees and the insurance carrier’s claims office. Process all employee benefits changes (new hires, terminations, qualifying events) within required time limits to meet payroll deadlines. Report qualifying events to our third-party administrator to ensure that employees receive timely notice under the requirements of the Consolidated Omnibus Budget Reconciliation Act (COBRA) and Health Insurance Portability and Accountability Act (HIPAA). Resolve administrative problems with insurance carrier representatives. Conduct benefit orientations for all new eligible employees. Assist with additional components of new employee orientation, as needed. Work closely with our District’s plan administrator on the renewal of the medical and supplemental insurance(s). Oversee and manage the annual benefits open enrollment process. Ensure that open enrollment calendar events are communicated to all District eligible employees. Reconcile monthly benefit billing to ensure accuracy of enrollments/premiums. Collaborate with the Payroll Dept to ensure appropriate use and access to applicable leave and insurance benefits. Work closely with Campus / Department / HR Administrators on issues concerning medical certifications, restrictive work duty, and excessive absences. In-person presence on campus as needed. Assist with leaves and absences (FMLA, TDL) and absences due to a work-related injury or illness. Responsible for properly maintaining district records, adhering to all policies set forth by the district for records maintenance and learning the records retention schedule for department records. Perform other duties as assigned. Supervisory Responsibilities: None.
