About The Position

The Illinois Department of Commerce and Economic Opportunity (DCEO) is seeking to hire a purpose-driven, initiative-taking individual interested in assisting Illinois’ tech ecosystem by providing programs to serve as the Emerging Tech Manager. The Office of Entrepreneurship, Innovation & Technology (OEIT) supports entrepreneurs through a variety of services, including programs such as the Rebuild Illinois Wet Lab Capital Program, SBIR/STTR State Matching Program and more. This position would be responsible for organizing, planning and executing the development and implementation of the programs for the Illinois tech ecosystem administered by OEIT. Requirements

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business, marketing, psychology, history, economics, or public administration.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public, non-profit, or business organization.
  • Requires seven (7) years’ experience providing resources to assist tech startups with launching and growing their businesses.
  • Requires completion of a background check and self-disclosure of criminal history.
  • Requires appropriate, valid driver’s license.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.

Responsibilities

  • Serves as the Emerging Tech Manager for the State of Illinois.
  • Oversees the development and maintenance of tech related programs launched through EIT, including programmatic and fiscal oversight.
  • Works with EIT Deputy Director and, Office of Legislative Affairs and other subject matter experts to recommend, develop and implement policy changes that improve tech related program services.
  • Direct outreach activities for tech related programs.
  • Serves as full line supervisor.
  • Assists the EIT Deputy Director in securing and executing new partnerships.
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
