Under the direction of the PM I, the Emergency Services Coordinator (ESC) performs a wide range of technical, analytical, and administrative tasks related to emergency management, response, recovery, and planning. This includes implementing federal and state disaster assistance grant programs such as CDAA, FMAG, HMGP, HMEP, PDM, FMA, and IRC, among others, to help communities recover after disasters. The ESC must understand the structures and resources of State and Federal recovery systems and align recovery efforts with the National Disaster Recovery Framework and the California Disaster Recovery Framework (CDRF) to support complex recovery operations in coordination with government and non-government partners. Working within the Recovery Support Function (RSF) Unit, the ESC may focus on a specific RSF or contribute across all six RSFs: Community Planning and Capacity Building; Economic; Health and Social Services; Housing; Infrastructure Systems; and Natural and Cultural Resources. The role involves collaboration with internal and external stakeholders to support both short- and long-term recovery goals. Duties also include contributing to operational planning, organizing resources, conducting assessments, and supporting disaster preparedness and mitigation initiatives. The ESC may lead or support specialized emergency management projects and act as a liaison with external emergency management entities. This position requires knowledge of disaster program laws, policies, and regulations, as well as the ability to conduct technical research, write detailed analyses and provide recommendations when necessary. The ESC must be able to work independently in high-pressure, dynamic environments while meeting internal and regulatory deadlines. Responsibilities span both normal operations and field activities during disaster events, including participation in Preliminary Damage Assessments (PDAs) and operations at Joint Field Offices (JFOs). This position is located in the Recovery Support Functions Unit I in Mather, CA.
