The Emergency Manager (EM) will function primarily as the operational lead with responsibility for developing and maintaining the on-site emergency response plans, capabilities, competencies, and resources. The EM will function secondarily as an on-site health and safety specialist supporting routine operations.

  • Developing, implementing, and maintaining the Emergency Plan and procedures.
  • Assuring emergency response materials and equipment are identified, procured, and maintained.
  • Developing and implementing an emergency response exercise/drill schedule and executing those to assure competencies in on-site responses.
  • Providing HSE, emergency management, and risk management advice to the site operations team.
  • Functioning as a member of the site health and safety team supporting this team during routine site operations.
  • Integrating with project team at the job site to develop, monitor and oversee task level site HSE requirements during the execution of field work.
  • Interfacing, as requested, with Federal, State and Local officials, as well as off-site emergency response organizations and emergency facilities.
  • EM NIMS 100, 200, 700 and 800 training.
  • At least two years supervisory experience including the development, implementation and oversight of an Emergency Response Program and documented participation as a key member in an Emergency Response Organization at a remediation/construction project site.
  • At least 5 years of applied HSE experience in the following areas: construction, environmental remediation, operations and maintenance, hazardous waste management.
  • Five years of experience in management and implementation of emergency plans addressing the requirements in 29 CFR and / or 10 CFR 70, applicable guidance documents, or similar requirements for DOD, DOE or similar federal facilities.
  • Three years of experience as a qualified Incident Commander or senior member of an incident command system as specified in 29 CFR 1910.120 or 1926.65.
  • Bachelor of Science or higher in Safety Sciences, or similar discipline.
  • Working knowledge of applicable federal, state and local occupational safety and health regulations as they pertain to emergency response activities.
  • Experience on environmental remediation sites, and hazwoper requirements.
  • Certified Safety Professional, or Associate Safety Professional preferred.
  • EMT qualifications preferred.
