The position involves the development, coordination, and periodic review of the campus Multi-Hazard Emergency Operations Plan. This includes the coordination of campus emergency communications, awareness, and training related to the plan and emergency action procedures. The role also encompasses planning, organization, equipment management, coordination, training, and operational oversight of the campus Emergency Operations Center (EOC). The individual will serve as the EOC Manager for the campus Incident Management Team, available to provide essential duties on a 7-day a week/24-hour basis as needed. Additionally, the position requires coordination with the Regional Emergency Operations Center (REOC) and collaboration with local jurisdictions to provide support and leadership for EOC response. The individual will ensure compliance with California State Emergency Management System (SEMS), National Incident Management System (NIMS), and Incident Command System (ICS) through training and communication with the campus community. Other responsibilities include overseeing emergency evacuation policies, compliance with CSU Emergency Management Policy, and maintaining an inventory of emergency resources and contracts. The role also involves representing CSUMB in systemwide emergency management groups and providing leadership and training to campus staff and faculty in emergency response procedures.

  • Collaborate campus-wide for effective coordination of emergency evacuation policies and procedures.
  • Assure compliance with CSU Emergency Management Policy, including regular testing of emergency incidents and communication systems.
  • Develop and maintain an inventory of campus emergency resources and contracts for emergency incident use.
  • Represent CSUMB in systemwide emergency management affinity groups and participate in training and exercises.
  • Provide leadership, guidance, and training to campus staff, faculty, and executives in emergency action planning and response procedures.
  • Equivalent to a Bachelor's degree in Business, Homeland Security, Emergency Management, Public Administration or a related field from an accredited college/university.
  • Minimum of five (5) years of emergency management experience, including planning and development of comprehensive response protocols, emergency drills, and grant submission/management.
  • Certified Emergency Manager (CEM) from the International Association of Emergency Managers (IAEM).
  • Experience working with a diverse and multicultural population and performing community services.
  • Familiarity with the National Incident Management System (NIMS) and the Incident Command System (ICS).
  • Knowledge of mitigations, preparedness, response and recovery principles, and ability to compose and maintain clear and accurate reports and records.
  • Knowledge of various emergency notification systems and capabilities.
  • Completion of all required NIMS training within one year of employment.
