About The Position

Upslope Advisors is seeking an Emergency Management Subject Matter Expert to support an upcoming FEMA National Preparedness training contract. This key personnel role is a strong fit for a professional with emergency management expertise who can independently review training content, provide practical recommendations, and support high-quality preparedness programs. This position is contingent upon successful contract award.

Requirements

  • High school diploma required. An additional four (4) years of relevant experience may be substituted for the diploma.
  • Minimum two (2) years of relevant experience in a related discipline required.
  • Demonstrated ability to work independently or under general direction.
  • Strong written and oral communication skills required.
  • Must be able to serve as key personnel for the duration of contract performance.
  • Must be able to communicate effectively with project teams, customers, and Government representatives.
  • Must be able to support remote work and travel for onsite reviews or related program activities as needed.
  • Ability to obtain a Public Trust clearance.

Nice To Haves

  • Experience in emergency management, homeland security, first responder training, disaster operations, or related mission areas preferred.
  • Direct experience supporting emergency management, preparedness, homeland security, or first responder communities.
  • Experience reviewing course materials, training content, or exercise support products in a federal, state, local, tribal, or territorial environment.
  • Ability to provide practical written assessments and concise recommendations to both technical and non-technical audiences.

Responsibilities

  • Provide evaluation, consultation, guidance, and direction in specialized areas of emergency management.
  • Consult with project teams, customers, and Government officials regarding process, content, and deliverables.
  • Contribute subject matter expertise, identify best practices, and translate technical concepts for stakeholder use.
  • Provide verbal and written recommendations to support course review, program improvement, and mission outcomes.
  • Review course materials and related training content for accuracy, appropriateness, and relevance.
  • Participate in reviews of instructor materials, participant materials, visual presentations, handouts, examinations, and related content.
  • Complete assigned review work independently and within established timelines.
  • Support continuous improvement of course review and recertification processes.
  • May support research projects, educational activities, staff evaluations, and liaison efforts with partner organizations and Government agencies.
