About The Position

The Emergency Management Specialist position in Region 9's Recovery Division/Individual Assistance Branch is responsible for managing the information management function for the Direct Housing Implementation Team (DHIT) in response to Presidentially Declared Major Disasters. This role focuses on ensuring the timely provision of life-sustaining services and resources to evacuees and disaster survivors, while adhering to FEMA's Individual Assistance programs' laws, regulations, and policies. The position is a full-time Cadre of On-Call Response/Recovery Employee (CORE) appointment, which allows for competitive eligibility for permanent positions after three years of service.

Requirements

  • One full year of specialized experience equivalent to at least the IC-09 level in the Federal government, including preparing data or reports related to emergency management.
  • Experience compiling, researching, and presenting data and reports from various sources relating to Individual Assistance programs.
  • Experience developing and delivering briefings, status reports, and correspondence to stakeholders.
  • Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M. may also qualify.

  • Experience in emergency management or disaster recovery operations.

Responsibilities

  • Support emergency recovery activities focused on Individual Assistance programs.
  • Monitor all Individual Assistance reports/planning products during a Direct Housing mission for accuracy and timeliness.
  • Establish information collection strategy in support of IA Direct Housing reporting.
  • Prepare closeout disaster data files to be transitioned to the Regional Office.
  • Draft input for Operational Plans, Incident Action Plans, Situational Reports, and direct housing meetings.
  • Develop disaster operation reports for FEMA leadership at the Region and in the field.
  • Maintain all DHIT data files required by statutory record keeping requirements.
  • Process Privacy Act, disaster-related requests.
  • Create and maintain Individual Assistance email distribution lists, organizational charts, call down and accountability lists.
  • Administer information/data sharing access with partners.
