About The Position

The Emergency Management Specialist (Federal Coordinating Officer) position is a temporary role within FEMA's Incident Management Assistant Team (IMAT) Program. The selected candidate will coordinate federal assistance in response to major disasters or emergencies, serving as a Federal Coordinating Officer and principal advisor to FEMA leadership. This role involves assessing federal support needs, establishing field offices, and managing response and recovery activities in collaboration with state, local, tribal, and territorial partners.

Requirements

• One year of specialized experience equivalent to at least the IT-04 level in the Federal government.
• Experience leading a large-scale emergency response team.
• Experience coordinating disaster responses with State, Tribal, Local, or Territorial governments.
• Ability to build and maintain partnerships with diverse stakeholders.
• Experience managing budgets, spend plans, or grants.

Nice To Haves

• Experience in federal disaster assistance policy and programs.
• Knowledge of community disaster recovery issues and interdependencies between organizations.

Responsibilities

• Serve as a Federal Coordinating Officer responsible for coordinating federal assistance following a major disaster declaration.
• Lead the IMAT in assessing needs and establishing goals for federal disaster assistance programs.
• Manage diverse personnel and financial resources to achieve compliance with legal and policy requirements.
• Communicate with media, community, and external stakeholders about available assistance.
• Incorporate mitigation and resilience measures into recovery plans and implementation.
• Oversee the management and training of IMAT personnel to ensure operational capability.
• Participate in preparedness efforts, including planning, exercising, and training.
