About The Position

The Emergency Management Officer is responsible for administering a comprehensive emergency preparedness program for Madison County, focusing on preparedness, response, recovery, and mitigation from various hazards. This role involves providing fire safety promotion, technical advice, and overseeing the county's emergency response efforts, especially during declared states of emergency. The officer will also engage in planning, training, and compliance with emergency management regulations while maintaining communication with state programs and serving as a liaison for the county.

Requirements

  • Associate degree from an accredited institution and two years of experience in public safety communications, or equivalent education and experience.
  • NC Emergency Management Certification Level II required or ability to obtain it within an acceptable timeframe.
  • Knowledge of public safety activities including fire/rescue, EMS, law enforcement, and two-way radio communications systems.
  • Valid NC driver license.
  • Willingness to submit and pass a pre-employment drug/alcohol test and a criminal background check.

Nice To Haves

  • Experience in emergency management planning and implementation.
  • Knowledge of OSHA, DOT, EPA, and risk management practices and regulations.

Responsibilities

  • Administer a comprehensive emergency preparedness program for Madison County.
  • Provide fire safety promotion and technical advice to county personnel and volunteer fire departments.
  • Plan, organize, and direct the County's response to emergency situations.
  • Assume direct control of response and recovery efforts during declared states of emergency.
  • Conduct professional studies and planning activities for the countywide emergency preparedness program.
  • Develop, implement, and oversee current and long-range emergency plans.
  • Plan and implement emergency training programs.
  • Collect, analyze, and draft reports on relevant issues.
  • Enforce federal, state, and local emergency planning requirements.
  • Provide technical services to municipalities and governmental agencies.
  • Apply for grants and administer awarded projects, preparing progress reports.
  • Attend public meetings as the County representative.
  • Respond to all types of emergencies in Madison County.
  • Maintain communication and partnership with the State EM program.
