Executive, Legislative, and Other General Government Support

Provides Manatee County Government with operational, logistical, recovery, and planning services in the field of Emergency Management. On a rotating basis, serves as Duty Officer and manages primary and secondary Emergency Operations Centers (EOCs) and functions as EOC Incident Commander during emergency activations.

  • Supports compliance with Florida Statutes, Florida Administrative Code, state and federal laws, regulations, and guidelines.
  • Supports compliance with the National Incident Management System minimum training requirements.
  • Supports alignment with the Incident Command System.
  • Supports the development, implementation, revisions, and maintenance of internal and external plans, procedures, checklists, and processes for the countywide all-hazards emergency management program.
  • Supports the Comprehensive Emergency Management Plan (CEMP), Emergency Management Accreditation Program, Continuity of Operations Plans (COOP), Local Mitigation Strategy (LMS), Local Emergency Planning Committee (LEPC), Post Disaster Redevelopment Plan (PDRP), local and regional hurricane evacuation activities, local and state hurricane sheltering activities, and the county's Special Needs Program.
  • Supports residential healthcare comprehensive emergency management planning support and review, residential and development plans support and review.
  • Supports emergency and disaster exercises; provides input and participates in external agency exercises; develops and supports after action reports and improvement planning.
  • Supports Manatee's Community Emergency Response Teams (CERT) and other grassroots organizations through program facilitation, information exchange, and disseminating promotional materials, educational opportunities, and inclusion in training offerings.
  • Supports community training and outreach through personal and professional all-hazards educational seminars and expos to the public, businesses, civic organizations, not-for-profits and municipalities.
  • Supports participation in Florida Division of Emergency Management state and regional meetings and activities; Tampa Bay Regional Planning Council, Manatee Emergency Operations Workgroup, Local Mitigation Strategy Workgroup, Community Organizations Active in Disasters (COAD), and other local, state, and national emergency management groups, associations, and activities.
  • Supports grant opportunities and participation in grant programs and activities.
  • Assumes on-call duties as requested.
  • Functions as Emergency Management Duty Officer for nights, weekends, and after-hours emergencies requiring EM Division assistance.
  • During Emergency Operations Center activation, may function as the Incident Commander or the Plans, Operations, Logistics, or Recovery Chief for either day or night shift.
  • Maintains knowledge and understanding of current best practices, trends, laws, and issues affecting area of expertise.
  • Performs other related work (including weather or other extreme emergency conditions) as required.
  • Two (2) or more years of experience in Emergency Management with planning, training, or exercise design.
  • FEMA certificates in IS-100, IS-200, IS-700, IS-800 completed within the past five years required.
  • Valid driver's license with valid Florida driver's license required within 30 days of hire.
  • A comparable combination of education, training, and work experience which provides the requisite knowledge, skills, and abilities for this position may be substituted for the minimum qualifications.
  • Bachelor's degree in emergency management or a related field strongly desired.
  • Completion of FEMA Professional Development Series (PDS), FEMA Advanced Professional Series (APS), G-300, G-400, G-191, and G-775 preferred.
  • Typical indoor office environment.
  • Periodic outdoor field work required, possibly in adverse or extreme weather conditions.
  • Sitting for long periods of time, working on computer.
  • Lifting equipment or supplies up to 25 pounds alone and up to 50 pounds with assistance.
  • Position requires visual acuity and depth perception, as well as ability to hear and identify sounds.
  • Occasionally required to drive County vehicles as part of the duties of the job.
  • Periodic high stress situations, particularly during emergency activations.
  • Periodically, required to work other than normal business hours, including nights, weekends, holidays, and long shifts, particularly during emergency activations.
