This is a full time position. Job Description: Oversee Hospital activity that relates to Hospital emergency management and emergency preparedness (i.e. the “Emergency Management Program”) and collaborate with applicable external entities or Hospital staff in general, and Integrated Health and Outreach Department staff in particular, on Emergency Management Program operations and planning. During Emergency operations, liaison with Hospital leadership to ensure that needs related to Hospital ICS are being met Provide assistance or education indicated for Hospital staff to properly understand and carry out Program elements Maintain availability and willingness to assist at times when ICS is activated or when training that relates to Program is urgently indicated During times when Hospital command center is activated, participate in leadership capacity, perform other functions as needed, and act as resource person for those who serve in ICS management positions Develop and annually review, revise, and distribute the Hospital staff and Medical staff members, Hospital documents that describe member roles during Hospital management of internal or external emergency incidents, as well as Hospital evacuation, internal or external party notification and formal incident report related to such incidents. Liaison with applicable local, county, regional, state or federal agencies to develop, monitor, review, evaluate, revise and carry out plans that relate to the program. Provide collaboration and advice need to assist Hospital Departments with plans to maintain Hospital operations during ICS activation (“continuity planning”). Assist Community Development Manager with provision of necessary information or documentation to external agencies or entities that provide grants, and ensure that documentation related to secured grants in properly maintained and readily available for agency or entity review. Identify and acquire equipment and supply that may be needed during disaster incidents, securely maintain such materials in organized and hygienic manner and ensure that materials are readily accessible and available for prompt deployment during such incidents. Collaborate with external agencies ad entities to develop Program and obtain equipment that may be necessary to support Program. Oversee adequacy, serviceability, and inventory rotation of emergency management equipment and supply. Develop, implement, monitor, review, evaluate, and revise Hospital disaster plans Develop Hospital policy and procedure that define Program and accord with applicable Joint Commission standards, state law, and federal law. Develop Policy and procedure that relate to hazardous materials decontamination Ensure that Program comports with requirements, standards, and recommendations issues by applicable authorities (e.g. state law of Occupational Safety and Health Administration regulations). In collaboration with other Hospital staff or external persons who hold emergency management expertise, formulate and administer Hospital staff and Medical staff onboarding education, annual in-service and applicable training that relate to emergency management, emergency preparedness, hazardous materials decontamination, ICS and NIMS. Receive training about proper use of equipment and supply that may be needed during disaster incidents, and train ither Hospital staff about such use. Coordinate and conduct annual review of hospital and Medical Clinics Hazard Identification and Vulnerability assessment, develop strategies to address vulnerabilities detected during such review, and conduct Hospital and Medical Staff exercises with intent to minimize such vulnerabilities. Oversee activity that relates to Hospital emergency preparedness drills, assist with maintenance of records that describe Hospital staff participation and training associated with such drills, and ensure that participation in such drills accords with applicable requirements and standards. Develop, implement, monitor, review, evaluate, and revise remedial plans to improve Hospital staff response to real or simulated disaster scenarios Attend monthly Safety Committee meetings, and direct Committee development, review, and revision of plans that relate to the program Attend Hospital leadership meetings, and, at such meetings, coordinate All-Hazard Emergency Operations Plan review and revision Maintain ongoing communication about Program with Hospital senior management Represent Hospital on particular city, county, regional, or state committees that have functions related to emergency management, and participate in meetings of such committees Perform other duties assigned by Chief Medical Officer

Requirements

  • Knowledge of principles that relate to emergency management, including applicable hospital and Medical Clinics (“Hospital”) policy, Joint Commission standards, state law and federal law
  • Education or experience that relates to emergency management within an acute care setting
  • Completion, within three months after hire, of the following Federal Emergency Management Agency Incident Command System (ICS) courses: Introduction to the ICS (“ICS-100”) ICS for Single Resources and Initial Action Incidents (“ICS-200”) National Incident Management System (NIMS), and Introduction (“Incident System-700”)
  • Aptitude in verbal and written communication, including ability to communicate with persons in all age groups
  • Possession of United States Proof of citizenship or right to work in the United States
  • Possession of a driver license and insurable by the Hospital insurance carrier
  • Willingness to participate in Hospital Orientation and educational in-service

Responsibilities
