About The Position

The purpose of this position is to provide responsible work planning, managing, coordinating and training for the mitigation, preparedness, response, and recovery of technological, man-made or natural emergencies, and disasters that could affect the City and County of Durham. This class works independently, under limited supervision, reporting major activities through periodic meetings.

Requirements

  • Bachelor’s Degree in Emergency Management, Risk Management, Business or Public Administration or related field from an appropriately accredited college or university.
  • Four (4) years of progressively responsible experience in emergency management or related experience or an equivalent combination of education, training, and experience.
  • Must possess and maintain a valid North Carolina State Driver’s License with an acceptable three-year driving history.

Responsibilities

  • Leads the hazardous materials program for Durham City and County (LEPC, Tier II, HazMat Annex, HMEP Grant, etc.)
  • Participates in exercise planning, development, facilitation and evaluation (tabletop, workshop, functional, full-scale).
  • Performs additional operational and logistical duties, as needed, to include trailering, fatality management, and radio infrastructure maintenance.
  • Provides support for special events and command post activations.
  • Obtains and maintains credentialing for life-saving skills (CPR, AED, basic first-aid, stop-the-bleed).
  • Assists in the planning, organizing and administration of the City/County Emergency Management Program.
  • Partners with local, state, federal, and private stakeholders to develop resilient government operations and enhance public safety, property conservation and protection of the environment.
  • Establishes a sustainable emergency contact and resource list for all available resources housed throughout the county.
  • Develops, maintains, and executes plans and procedures to ensure a timely, efficient response to all types and levels of emergencies.
  • Represents the City and County of Durham as a point of contact for local, state, and federal government authorities and agencies involved in emergency responses and recovery activities; recommends new legislation or amendments regarding emergency management matters.
  • Purchases supplies and equipment; assists in budget preparation and control of expenditures and assigns and supervises programs, personnel and equipment.
  • Acts as point of contact to the jurisdictions’ executives during emergency/disaster response recovery; assists in establishing channels for the dissemination of emergency information to staff members, volunteers, and the public.
  • Reviews emergency plans developed by local businesses, industries, and emergency response agencies; makes recommendations for improvements as needed.
  • Assists in the direction, planning and execution of local exercises to test the emergency operations plan and the local emergency responders standard operating procedures to determine their effectiveness; makes recommendations for changes or improvements as needed.
  • Attends community outreach activities and performs social media functions.
  • Participates in mandatory 24/7 on-call rotation.
  • Performs other duties, as assigned by the Chief or Deputy Chief.
