The purpose of this classification is to plan, prepare, manage, oversee response, and mitigate the effects of emergency and hazardous situations that may occur in Jackson County to reduce the vulnerability of the citizens and communities from damage, injury and loss of life and property resulting from terrorism, natural disasters, and major emergencies. Manages the Homeland Security aspect of emergency management for the County. Conducts threat assessments throughout the County. Interacts with the public, media, governmental officials and others as required to provide information and direction. Oversees the operations of the Public Safety and Public Service Radio System.

  • Develops, implements and maintains emergency management systems.
  • Works with local officials to plan, prepare, and mitigate the effects of emergency and hazardous situations that may occur in Jackson County.
  • Manages the Homeland Security aspect of emergency management for the County; researches intelligence information and conducts threat assessments throughout the County.
  • Leads all efforts and functions in disaster mitigation, prevention, response, recovery planning, training and coordination of support of an incident, disaster, or emergency making maximum use of all public and private resources available. Identifies labor and material resources from government and private sector sources. Identifies resource deficiencies and works with appropriate official to overcome them.

  • Carries out supervisory and managerial responsibilities in accordance with County, State, Federal and departmental statutes, policies, and procedures; assists in the formulation of a variety of rules, policies, and procedures for the operation of the department to ensure compliance with local, State and Federal laws, ordinances and policies.
  • Develops various preparedness plans (i.e. Local Emergency Operations Plans, Continuity of Operations Plans, etc.) for various agencies and organizations to coordinate response efforts to emergency situations; coordinates activities related to the prevention, mitigation, preparedness, response and recovery to terroristic events, natural disasters and major emergencies; ensures that all plans and standard operating procedures are in compliance with Georgia Emergency Management & Homeland Security Agency rules and regulations.
  • Develops a Planning, Exercise and Training (PET) program and training calendar allowing key local officials' opportunities to practice directing coordinated operations under simulated emergency conditions.
  • Develops and manages an Emergency Operations Center that incorporates internal procedures and staffing requirements to direct the coordinated emergency response of the local governmental departments and support groups.
  • Develops and maintains an interoperable communications systems that utilizes preexisting community communications systems and interfaces with the State Interoperable Communications Plan.
  • Performs and/or oversees modifications to the communications system; ensures preventative maintenance is performed; oversees maintenance and repair performed by various' representatives.
  • Maintains inventory of the radio system. Manages system use priorities, eligibility criteria, system capacity, and assignment. Updates and programs subscriber units as needed.
  • Serves as principal advisor in disaster/emergency matters.
  • Ensures equipment is in place and ready to respond and warns citizens of dangerous conditions and appropriate measures for protection.
  • Conducts internal and external training sessions; coordinates the provision for external training programs and courses.
  • Answers inquiries from public officials, media, and the general public regarding emergency management, potential threats to public security, and related division matters; conducts related multi-media presentations.
  • Establishes and maintains a working relationship with all public safety agencies in order to ensure that reliable emergency radio systems are always available to support the critical functions of these agencies.
  • Develops and maintains a public warning system and emergency public information system.
  • Communicates with and coordinates functions with other emergency and non-emergency response groups as necessary or needed (i.e. rescue squad(s), dive team, HAM radio groups, CERT, shelter coordinators, etc.)
  • Develops and manages public emergency management education and training programs.
  • Coordinates with industry to identify chemical hazards and to develop industrial emergency plans and response capabilities through the county's Local Emergency Planning Committee.
  • Provides assistance and training to users in proper operation, usage, and care of equipment and assists users in developing inventory tracking control processes and in updating system design documentation.
  • Provides overall management to department personnel; supervises, guides and directs work activities; develops, administers, and implements personnel policy and procedures; oversees required training and certification activities; ensures EMA staff meet all State certification standards; oversees the selection, discipline and development of department personnel; acts on employee problems; provides approval for disciplinary actions, promotions, and salary issues.
  • Performs related administrative and financial tasks for the department; seeks out and assists in writing grants to secure additional funds for the department; provides budget recommendations; monitors budget expenditures during the budget year; secures technical and financial assistance available through state and federal programs; prepares and approves required reports and records pursuant to local, State and Federal statutes and requirements and disseminates information to the County Manager and other officials; facilitates interagency meetings and panel discussions.
  • Operates a personal computer, fax machine, copier, and other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software.
  • Responds to emergency situations as necessary; operates emergency apparatus and medical equipment in emergency response situations.
  • Performs other related duties as required.
  • Knowledge of all aspects of emergency management programming as outlined in the Georgia Emergency Management Act.
  • Knowledge of related equipment, policies, procedures and strategies necessary to carry out the essential functions of the job.
  • Knowledge of personnel management practices, including coordination of people and resources.
  • Skill in communicating with other first responders and supporting agencies of the emergency management program to assure understanding of the threats and risks to the County.
  • Skill in identifying and analyzing the natural, technological, and man-made risks and hazards that pose potential threats or risks and significant consequences to County residents.
  • Skill in strategic planning for emergencies and assuring that all operations function effectively following a disaster.
  • Skill in leading and coordinating disaster response activities.
  • Strong verbal and written communication skills.
  • Ability to effectively discharge duties working with elected and appointed officials of local, state and federal government, and private sector entities to accomplish functions assigned to the department.
  • Ability to analyze complex programs and problems, evaluate options and make informed decisions.
  • Bachelor's degree in Emergency Response or related field with a minimum of five years of progressively responsible experience in emergency management, emergency communications, and emergency response functions with the ability to provide leadership and managerial guidance over all emergency service functions or any equivalent combination of experience, knowledge, skills, and abilities to be able to perform the essential functions described.
  • Must have the ability to plan and direct related programs and personnel, direct the appropriate response to any emergency situation, and performs required managerial and financial responsibilities.
  • Must possess, maintain, and/or obtain the required certifications as deemed necessary by the County Manager.
  • Must possess and maintain a valid driver's license with appropriate endorsement and a satisfactory driving record, and certification as an Emergency Manager by the State of Georgia within six (6) months of being hired.
