About The Position
The Eligibility Specialist at Spokane Housing Authority plays a crucial role in the administration of rental assistance programs, ensuring compliance with federal, state, and local regulations. Under the direct supervision of a Housing Programs Supervisor, the specialist is responsible for a variety of essential functions that support the mission of the Spokane Housing Authority, which is to create and sustain quality affordable housing options. This position involves interviewing applicants and participants, conducting briefings and orientations, executing housing assistance payment contracts, and maintaining a caseload for annual and interim eligibility rental subsidy determinations. The specialist must ensure accurate and timely housing assistance payments while adhering to established program regulations and policies. In this role, the Eligibility Specialist will engage with applicants, participants, and landlords, particularly those with limited English proficiency, coordinating translation services as needed. The specialist will perform administrative tasks such as verifying documentation for eligibility criteria, sending correspondence to applicants, and maintaining accurate records in the SHA's database. Additionally, the specialist will conduct income certifications, re-certifications, and reasonable accommodations, ensuring compliance with program guidelines. The position also requires participation in briefing sessions, preparing contracts and vouchers, and identifying overpayments of assistance due to non-compliance with program regulations. Collaboration is key in this role, as the specialist will attend regular meetings to discuss new approaches to better serve clients and will establish good rapport with public, family clientele, and landlords. The specialist will also coordinate activities with other departments and may travel to offsite locations for client briefings and program orientations. The position demands a commitment to continuous learning and adaptation to changing federal regulations and policies, ensuring that the specialist remains knowledgeable and effective in their duties.
