About The Position

The primary function of the Eligibility Specialist II includes but is not limited to: reviews and approves case work processed for eligibility of various public assistance programs; coaches and mentors unit staff; and completes special projects needing a higher level of policy knowledge. Examples of work performed are: Reviews and analyzes forms, applications, documents or other information to make eligibility determinations. Uses mainframe computer systems or software applications to access, create, edit, print, send, retrieve or manipulate data, files or other information. Plans, evaluates, guides and coaches staff as required. Reviews and analyzes error-prone and complex cases to assist entry level staff. Acquires and maintains a working knowledge of relevant laws, regulations, policies, standards or procedures. Collects data, compiles and organizes information. Verifies accuracy of data and reconciles errors or inconsistencies. Provides training to other staff. Explains or justifies a decision, conclusions, findings or recommendations. Maintains or updates data, records or other information to ensure accurate case records. Makes recommendations for improvements, solves problems or takes corrective action when issues arise. Uses prescribed mathematical and statistical formulas, schedules, tables or procedures to perform eligibility determination and or case reviews. Collaborates with others or works on teams to accomplish work-related activities and to determine appropriate action or recommend improvements or solutions to problems. Reads and understands non-technical materials such as letters, memoranda, electronic mail or simple instructions. Completes forms, documents or routine reports, and composes simple correspondence or other written work such as memoranda and form letters.

Requirements

  • Two years or more of Paraprofessional experience in a position where the major responsibility was determining eligibility, conducting interviews, providing counseling, recruiting, billing, or collecting accounts, checking credit, processing insurance policies or claims or providing customer service.
  • OR have an associate’s degree.
  • OR 60 semester or 90 quarter hours of college can substitute for the experience
  • Minimum of one year of processing experience in the ESS program as an Eligibility Specialist I
  • Applicants must meet the minimum requirements to be hired for this position.
  • Apply the policies, procedures, and programs governing the agency
  • Apply the laws, rules, and regulations governing eligibility and grant determination for multiple public assistance programs and the case administration of these programs.
  • Communicate with others to obtain and verify information concerning eligibility.
  • Detect and evaluate potential fraudulent situations.
  • Analyze and interpret written, numerical, and verbal data from various sources.
  • Enter data accurately into a computerized system.
  • Navigate through computer screens and complete and review basic computer documents and other forms.
  • Review work to ensure compliance in accordance with regulations relating to eligibility and timeliness.
  • Read, understand, apply complicated and detailed regulations, and policy directives.
  • Perform a variety of mathematical computations accurately and rapidly.
  • Prepare, clear, concise and accurate records and reports.
  • Establish and maintain cooperative working relationships with the public and staff.
  • Use computers and related software packages.
  • Follow written and oral directions and instructions.
  • Knowledge of training principles and practices.
  • Knowledge of goal setting techniques.
