About The Position

As an Electrical Systems Engineer, you will be on a dynamic team of technical subject matter experts providing technical management of products supporting the VIRGINIA Class Submarine Program at the Washington Navy Yard in Washington, DC. PMS450 is the acquisition program office for the New Construction of Attack Submarines and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E), Live Fire Test and Evaluation (LFT&E), and Fleet introduction of the U.S. Navy’s newest class of nuclear attack submarines. PMS450 is responsible for developing and deploying a more affordable, nuclear-powered attack submarine with multi-mission capability and enhanced capabilities for performance in littoral areas. VIRGINIA Class submarines support five of the six Navy core maritime capabilities: Deterrence, Maritime Security, Sea Control, Forward Presence, and Power Projection.

Requirements

  • Bachelor's Degree in Electrical/Electronic Engineering (or related field/curriculum having an Electrical concentration, such as Computer Engineering or Robotics Engineering).
  • An Associate's Degree and 2 years of additional experience will be considered in lieu of Bachelor's Degree or a High School Diploma/GED and 4 years of additional experience will be considered in lieu of Bachelor's Degree.
  • Minimum 8 years practical technical experience with focus and demonstrated expertise in submarine or surface ship electrical systems equipment including, but not limited to power generation and conversion equipment (Turbine generator, Diesel generator, electric motors, electric motor controllers, power transformers, power converters) or electrical power distribution equipment (switchboards, load centers and panels, arc fault detection systems, bus transfer switches and devices, circuit breakers, ground detection system, shore power interface components).
  • A US citizen with an active or current DoD Secret security clearance.
  • Demonstrate strong leadership skills. Project/Program management experience or similar/related experience.
  • A mastery of electrical engineering principles in the development or operation of naval ships/submarines, ship systems, or subsystems.
  • Engineering and U.S. Navy acquisition fundamentals, as well as expertise with surface and/or undersea shipbuilding programs.
  • Excellent written and oral communications skills
  • Demonstrate strong qualitative, analytical and conceptual problem solving and thinking skills.
  • Ability to facilitate and coordinate efforts with key government and non-government stakeholders (internal and external to PMS 450 organization).
  • Ability to multi-task, deliver first time quality, and support deliverables for time sensitive tasks in a fast-paced environment.
  • Ability to adapt, learn and grow, while mentoring junior team members effectively, building team cohesion and capacity.
  • Ability to use Microsoft Office Suite effectively.
  • Ability to be a team player, work well with others (internal and external to the organization) and contribute positively to work/team environment while continually seeking ways to enhance contribution to the team.
  • Ability to apply technical principles, theories, and concepts, in the field of electrical system design and analysis with some guidance from senior engineers, SMEs and supervisor.
  • Ability to work in a collaborative environment integrating various ship systems, with teams of engineers and designers of varying disciplines.

Nice To Haves

  • Master's Degree in Electrical Engineering or other STEM field.
  • 10 years of experience with Navy acquisition and Submarine Programs.
  • Active-Duty Experience in the submarine service preferred.
  • Experience related to Submarines and/or Submarine Systems/Programs.
  • Familiarity with SUBSAFE, Deep Submergence System Scope of Certification (DSS-SOC), Level I Material, and Fly-By-Wire Ship Control System (FBW SCS) is a plus.
  • Experience leading a project and interfacing with an end item customer.
  • Recent experience in Team Submarine would be ideal.
  • General knowledge of Submarine requirements in engineering.

Responsibilities

  • Assess risk for technical decisions for Electrical Systems for VIRGINIA Class Ships. Deliver detailed support/risk briefs to Ship Design Managers (SDMs) and Deputy Ship Design Managers and provide technical expertise in the production of critical design and production documents provided by the System Integration Team (SIT) leads and Major Area Integration Team (MAIT) leads.
  • Provide engineering assessment, research, and problem resolution for VIRGINIA Class Electrical Systems.
  • Provide expert responses to requests for technical assistance or adjudication received via letter, Engineering Reports (ERs), Work Deferral Requests (WDRs), Departures from Specification (DFS), and Liaison Action Requests (LARs).
  • Support the VIRGINIA Class submarine Program Office Technical Division for the integration and execution of VIRGINIA Electrical system concept and design changes by participating / leading VTCs, working groups, and planning and technical meetings.
  • Assist with the development and implementation of programmatic documentation including ship and systems specifications, performance specifications, interface control documentation, and design decision documentation.
  • Serve as a technical lead and subject matter expert representing PMS 450 and 05U2 with various activities and Program Offices as well as coordinating with Engineering Agents, Technical Authorities, EB, HII-NNS, TYCOM, PMS 394 PMS 390, PMS 399, PMS 406, PMS 404, PMS 415, PMS 425, NAVSEA 05, PMA-280, and SUPSHIP for design reviews, system engineering efforts, hardware and software development, system / subsystems / sub-tier specification development, and interface definition and documentation.
  • Provide subject matter expertise in the development of technology roadmaps and processes to support Block Upgrades.
  • Review technical correspondence from EB, adjudicating comments, and providing official PMS 450 responses.
  • Review technical data packages, drawings, reports, logistics products, training materials, and provide technical recommendations.
  • Work with other PMS 450 positions to include other SITs, SDMs, DSDMs, MAITs, and NAVSEA Technical Warrant Holders (TWH), including electrical, mechanical, propulsion, ship safety and others.
  • Deliver formal presentations of engineering issues and concerns to the PMS 450 Program Manager and other senior officials on complex issues.
