About The Position

Provide Waste Treatment and Immobilization Plant (WTP) Site Inspection services and support as an Electrical Site Inspector - Waste Treatment and Immobilization Plant (WTP) on behalf of The U.S. Department of Energy (DOE), Office of River Protection, Waste Treatment and Immobilization Plant (WTP) This requirement includes two mechanical site inspectors and one electrical site inspector that will support Construction site inspections as part of The Hanford Waste Treatment and Immobilization Plant (WTP) Project Division . The Waste Treatment Plant Performance Assurance (WPA) manager will oversee and provide direction for this work. Electrical Site Inspector - Waste Treatment and Immobilization Plant (WTP) Provide Waste Treatment and Immobilization Plant (WTP) Site Inspection services and support as an Electrical Site Inspector - Waste Treatment and Immobilization Plant (WTP) on behalf of The U.S. Department of Energy (DOE), Office of River Protection, Waste Treatment and Immobilization Plant (WTP) This requirement includes two mechanical site inspectors and one electrical site inspector that will support Construction site inspections. The Waste Treatment Plant Performance Assurance (WPA) manager will oversee and provide direction for this work. Division: Waste Treatment and Immobilization Plant Project (WTP) SCOPE The U.S. Department of Energy (DOE), Office of River Protection, Waste Treatment and Immobilization Plant (WTP) requires support from three qualified full-time Waste Treatment and Immobilization Plant (WTP) Site Inspectors under The ProSidian General Support Services Contract (GSSC) [two mechanical site inspectors and one electrical site inspector] that will support Construction site inspections. The Waste Treatment Plant Performance Assurance (WPA) manager will oversee and provide direction for this work. The Waste Treatment and Immobilization Plant (WTP) Site Inspectors will have responsibility for execution of the itemized work scope below: Perform detailed construction-related inspections at the DOE Hanford WTP construction site, focusing on work in progress, special activities, identified problems areas, and adequacy of WTP construction contractor corrective actions, as performed by direct observation and involvement in activities such as quality assurance reviews, testing, acceptance inspections, and safety surveys. (Mechanical Site Inspectors) Perform owner’s inspector verifications as specified in ASME B31.3. (Mechanical Site Inspectors) Review welding procedures, procedure qualification records, and personnel qualification records for compliance with ASME Section IX or AWS codes as applicable. Conduct periodic inspection team meetings to discuss WTP construction activities, areas to be inspected, status of open items to be reviewed, assigned WTP assessments status Provide input to the periodic inspection reports of all WPA site inspection activities Perform/document inspections of in-process and completed contractor installation activities as assigned to ensure site construction is conducted in accordance with contract, Authorization Basis (AB), applicable codes and standards, and Dangerous Waste Permit requirements. Ensure corrective actions are implemented when the provisions are not met. Services include continuous on-location inspections; results are documented in surveillance report using heating ventilation and air conditioning (HVAC), piping, instrumentation and controls, civil, and electrical subject matter experts Support monitoring of contractor construction activities focusing on ongoing construction by direct observation and involvement in acceptance inspections, and safety surveys Review nuclear safety, industrial health and safety, fire protection, QA, material control and accountability, welding, electrical, concrete, and structural work activities Recommends corrective actions to applicable DOE staff, including stop work, if necessary, to address contractor non-compliance with requirements. Maintain national inspection accreditations in related inspection expertise such as welding, civil, or electrical. Inspection activities shall also include: Assessments of the safety performance of the WTP construction contractor. Inspecting the WTP construction contractor’s conformance with the provisions of the AB requirements and ensuring corrective actions are taken when the provisions are not met. Work may include nightshift coverage on an as needed basis or as part of a rotation with other inspectors. ·Verify procedures and specifications meet AB requirements, including related codes and standards, material meet requirements, construction and inspection staff is suitably qualified, work is performed within prescribed controls, and completed documentation of work is in accordance with requirements. SCOPE DELIVERABLES Provides support to senior level federal project managers in the performance of construction site inspections and oversight with a focus on work-in-progress, special activities, identified problem areas, and adequacy of construction contractor corrective actions, as performed by direct observation and involvement in activities such as quality assurance reviews, testing, acceptance inspections, and safety surveys. Recommends corrective actions to applicable DOE staff, including stop work, if necessary, to address contractor non-compliance with requirements. Complete on-site (and supplier shop, as requested) inspections of construction work for WTP facilities, structures, systems and components. Develop and submit inspection reports on a frequency determined by WPA of all ORP WTP site and supplier inspection activities. Inspection tasks and activities are not limited to those listed above and may be expanded by WPA based on projected construction progress. Reports are to meet the requirements of TRS-OA-IP-01 Integrated Oversight Process. Monthly reports of construction site inspection services provided. WASTE TREATMENT AND IMMOBILIZATION PLANT (WTP) SITE INSPECTOR DELIVERABLES Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. Waste Treatment and Immobilization Plant (WTP) Site Inspector shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined below: Weekly Report. This report will address work accomplished, and deliverable progress to be provided to the technical monitor. Monthly Report. This report will be a combination of the weekly status reports and shall be submitted with the monthly invoice. The report shall also include: Deliverable progress, and date(s) submitted if applicable, submitted within this invoice period. Work schedule for Waste Treatment and Immobilization Plant (WTP) Site Inspector, to include any leave taken.

Requirements

  • Experience – Minimum of twenty (20) years of substantive experience and knowledge inspecting various construction activities, plus an additional 5 years of specialized experience performing construction site inspections on large and/or highly complex industrial federal nuclear and/or chemical processing facility construction projects.
  • Possess related national inspection accreditation credentials in areas such as welding, civil, or electrical construction inspection areas, and have a demonstrated ability to clearly document inspections performed and accurately describe issues identified in terms of contract, authorization basis, and dangerous waste permit requirements.
  • Knowledge of Hanford Site mission, activities, and priorities.
  • Excellent verbal and written communications skills.
  • Working level knowledge of knowledge of Hanford Site mission, activities, and priorities.
  • Working level of knowledge of DOE program and project management practices, policies, and procedures (e.g., ASME NQA-1, 10 CFR 830 Subpart A, and DOE O 414.1C, National Electric Code, and NFPA 70E, etc., as appropriate)
  • Maintaining proficiencies in the following through periodic training: ·Hanford General Employee Training (better known as HGET).
  • WTP site access.
  • Business Tools – understanding and proficiency with business tools and technology, including Microsoft Office. The ideal candidate is advanced with Excel, Access, Outlook, PowerPoint and Word, and proficient with Adobe Acrobat, data analytic tools, and Visio with the ability to quickly learn other tools as necessary.
