The Electric Engineering Analyst and Senior Electric Engineering Analyst work under general supervision to support the Core Engineering and Operations Suite of applications, including the engineering analysis model, outage management software system, Electric GIS, staking/design software, and asset management systems. The Analyst performs moderately complex electric engineering, technical, and geospatial tasks, while the Senior Analyst performs more complex work, provides advanced analysis and subject-matter expertise, and may guide lower-level analysts and contribute to system improvements. Requirements

  • Bachelor’s degree in Geographic Information Systems, Spatial Science, Electric Engineering or related technical field and four (4) or more years related experience using Geographic Information Systems and/or Electric Engineering Modeling Software; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
  • Proficient in ESRI ArcGIS technologies such as ArcGIS Desktop, ArcSDE and utilizing ArcGIS Server technology, as well as associated applications.
  • Proficient in Milsoft WindMil & Outage Management platforms.
  • Proficient in Design/Staking Software.
  • Strong knowledge of Electric Distribution engineering and operational technology domain.
  • Strong understanding of database concepts, querying, and reporting from SQL databases.
  • Skilled is use of office productivity tools (Example: Microsoft Office).

  • Strong knowledge of Electric Transmission and Distribution engineering and operational technology domain.
  • Strong understanding of database concepts, querying, and reporting from SQL databases.
  • Electric Engineering Modeling Software Knowledge of electric distribution utility standards and practices.
  • Knowledge of electrical transmission and distribution terminology and theory of operations.
  • Skilled in using office productivity tools (Example: Microsoft Office).
  • Proficiency with Microsoft Word, Teams, Excel, and Outlook
  • Experience with AutoCAD software.
  • Proficient in Design/Staking Software.
  • Proficient in ESRI ArcGIS technologies such as ArcGIS Desktop, ArcSDE and utilizing ArcGIS Server technology and associated applications.
  • Proficient in Milsoft E&O platform
  • Valid Class "C" Texas driver’s license required.
  • Out-of-state license holders must have a valid license and provide a three-year driving history.

Responsibilities

  • Responsible for updating, maintaining and supporting the Core Engineering and Operation Suite of applications such as the Electric GIS, Engineering Analysis Model, staking/design systems and outage management system.
  • Responsible for maintaining the integrity, accuracy and availability of the core and enabling electric engineering technologies such as the engineering analysis model, staking/design system and electric GIS system.
  • Ensure the timely and accurate transfer of new and updated project information is from the Staking/design system into the Electric GIS database is accurate to meet the requirements of distribution system planning and maintenance and control center operations.
  • Ensure the asset and attribute data from completed new construction, line improvements, inspections, tree trimming, pole contact data and other projects.
  • Responsible for maintaining the equipment database in Electric Engineering Analysis software.
  • Responsible for the application administrator functions of the Core Engineering and Operation Suite of applications such as the electric GIS, Engineering Analysis, Outage Management System and the Staking/design software.
  • Works with the Electric Engineer and the Electric Design Supervisor in assisting the electrical design staff with electric distribution design needs.
  • Ensure that the integration/interfaces between Core Engineering and Operation Suite of applications and other applications are always up-to-date and functional.
  • Maintain the different GIS layers (including land base) to be consumed by the Core Engineering and Operation Suite of applications.
  • Assist and collaborate with the Electric Engineering Staff to conduct electric distribution system planning studies.
  • Develops a deep understanding of Georgetown Electric department’s operational technology solutions and maintains an understanding of changing technology and its impact on the electric utility.
  • Develops a deep understanding of Georgetown Electric department’s engineering standards, construction practices, and procedures.
  • Assists and collaborates with the engineering personnel in conducting special engineering operational and planning studies.
  • Assist in the development and maintenance of maps, map viewers, and other geo-spatial tools with the use of ESRI's ArcGIS software, Milsoft’s WindMil Map, AutoCAD software, Partner Maps, or other electric utility project design technology.
  • Perform analysis of GIS data based on specified criteria and generates reports based on resulting data for use in projects and decision-making processes.
  • Responsible for coordinating and interacting with other City of Georgetown departments and outside entities to ensure effective data exchange.
  • Perform other duties and tasks as assigned.
  • Supervise, train, motivate, and evaluate team members; work with employees to correct deficiencies; support employee professional development; identify and resolve employee concerns and/or problems; direct work; complete employee performance evaluations; and participate in hiring and terminating and disciplinary decisions and/or provide recommendations.
  • Responsible for the overall performance, reliability, and accuracy of the Engineering and Operations suite of applications.
  • Responsible for the coordination and timely completion of all tasks required to update and maintain the various engineering and GIS models needed for the safe operation of the Electric Utility.
  • Develop and implement comprehensive training programs to enhance employee skills and knowledge.
  • Develop and administer annual budgets.
  • Manage and optimize budget related to Engineering and Operations suite of applications and support to ensure efficient resource allocation.
  • Establish and maintain effective working relationships with internal groups such as administration, metering, design, and operations.
  • Effectively manage and lead multiple projects concurrently.
  • Act as Subject Matter Expert in areas related to GIS and other Engineering and Operations applications.
  • Develop/revise processes and procedures to create better communications among all departmental groups and to develop more efficient and cost-effective work practices.
  • Supervise the planning and execution of all system updates and upgrades, serving as the primary stakeholder of the applications and systems.
  • Ensure team members have the resources and tools to perform their jobs effectively.
  • Identify and implement data-driven process improvements to enhance operational efficiency.
  • Proactively prepare for emergency situations; support all efforts during emergencies.
