About The Position

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and storm water, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system's 2,000 square mile watershed that extends 125 miles north and west of the City. The Bureau of Engineering Design & Construction (BEDC) currently has a portfolio of capital projects valued at $35B, and another $13.6B projected over the next 10-year commitment plan. The projects BEDC implements allows DEP as a whole to continue to operate and maintain an exemplary water supply system. The Environmental Health & Safety (EHS) Division's responsibility is to support, monitor and ensure that BEDC is in compliance with Federal, State and local EHS laws and regulations. In addition, BEDC's goal is to run the safest, most environmentally compliant capital construction program in the United States; zero accidents, zero harm to people, and zero harm to the environment. The EHS group provides EHS support throughout the life cycle of projects including, but not limited to; reviewing designs and participating in the preliminary design and design workshops; providing comments on the EHS contract requirements; reviewing and making recommendations for EHS awards; providing EHS field support from preconstruction through turnover; and, running an EHS audit program to recognize performance and identify deficiencies. In addition, the EHS group regularly updates their EHS Management System (MS) through an EHS MS Audit program that results in continuous improvement items. BEDC seeks to hire a Project Manager to serve as an EHS Audit Specialist for the Environmental Health & Safety (EHS) directorate, located at our headquarters in Queens, NY. Under supervision, the selected candidate will report to the EHS Program Manager. The selected candidate will work with an outside EHS auditor, aiding in the review of the EHS performance of BEDC's projects and contractors. Serving as the internal EHS Audit Specialist, they will liaise between the auditor and the BEDC projects, ensuring the scheduling of audits and the completion and receipt of the numerous audit documents. The selected candidate will work with the auditor in developing reports and also ensure that audit reports are reviewed and timely communicated to the project sites and follow-up to ensure that missing items or open items are tracked and followed through to completion. As needed, they will communicate with EHS program personnel to identify issues that require addressing through the BEDC EHS program elements. At the completion of an audit phase, they will help develop and present the overall findings of the audit program. The selected candidate will also help with the development of the next audit phase based on the results from the prior phase.

Requirements

  • A baccalaureate degree from an accredited college in relevant fields such as engineering, architecture, or public administration.
  • One year of full-time satisfactory experience in project management work.
  • A four year high school diploma or its educational equivalent and five years of relevant experience.
  • Ability to demonstrate critical thinking skills and effective independent data analysis.
  • Excellent oral and written communication skills.
  • Ability to meet deadlines and be flexible in work responsibilities.
  • Understanding of ISO-style auditing.
  • Understanding of environmental, health and safety requirements.
  • Valid Motor Vehicle Driver's License in the State of New York may be required.
