About The Position

This position performs intermediate-level work under the limited supervision of the Chief of the Bureau of Educator Certification, Division of Public Schools. This position oversees the Policy Development Section, responsible for managing the activities of the section and for providing guidance and supervision to staff within the section. Position assumes a role in the development and interpretation of certification policies and procedures. This position develops training programs and presents to both Bureau staff and district and university personnel. “This position spends the majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work, and has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action, including all employees serving as supervisors, administrators, and directors in accordance with Section 110.205(2)(w), Florida Statutes.” Communicates with and motivates staff and provides and/or coordinates training and directs the work of his/her subordinates. In addition, the employee must complete timely performance appraisals, develop timely and accurate work plans, and timely approve monthly timesheets and attendance and leave requests for each position under his/her direct report. The incumbent has the authority to make hiring recommendations as well as disciplinary recommendations.

Responsibilities

  • Prepares written responses to correspondence pertaining to certification issues and requiring signature by the Commissioner of Education.
  • Provides technical advice to applicants for the most sensitive and complex situations.
  • Coordinates training of Bureau staff on new policies and procedures.
  • Develops and conducts comprehensive “partnership” training programs for district and university personnel regarding implementation of the certification process.
  • Assists with the analysis and interpretation of legislation.
  • Attends legislative committee meetings and provides information upon request. Prepare summaries of the proceedings.
  • Assists in the development of State Board of Education Rules.
  • Coordinates development of Bureau policies for implementation of changes in Florida Statutes and State Board of Education rules that govern the certification process.
  • Research unusual or complex certification issues to determine appropriate resolutions.
  • Provides technical assistance to other offices within the Department, committees, review teams, and other education entities.
  • Serves as a management member of the Bureau’s team, for continuous process and system improvements and increased production and efficiency.
  • Represents the Bureau upon request at national and regional conferences, institutes, and meetings of professional organizations.
  • Performs other duties assigned.
