About The Position

The Florida Commission on Offender Review is looking to fill the Training and Education Specialist – CS. The Commission on Offender Review performs a vital role in Florida’s criminal justice system by preserving the autonomy needed in post-release decisions affecting inmates and ex-offenders. Commissioners preside over weekly meetings at the central office in Tallahassee and various other state locations as required by statute. During these public proceedings, the commissioners make a variety of determinations regarding parole and other releases. The Training and Education Specialist position designs, delivers, evaluates, and refines training and educational programs for criminal justice personnel. This role ensure that employees have up-to-date knowledge, comply with policy, law, regulations, and perform safely and effectively. This position across various department and sections to analyze learning needs, develop curricula, assess program effectiveness, and continuously improve training process.

Requirements

  • High school diploma.
  • Strong program facilitation and presentation skills, and the ability to present complex skills and/or concepts to large groups with varying age ranges.
  • Knowledge of adult learning theory, instructional design, assessment/evaluation methods.
  • Strong communication skills, both verbally and in writing.
  • Ability analyze data, interpret findings, and make recommendations.
  • Ability to take initiative and problem solve.
  • Ability to work independently.
  • Ability to establish and maintain effective working relationships with others.
  • Familiarity with criminal justice systems.
  • Skilled in using training technologies: Leaning Management Systems (LMS), virtual classrooms, multimedia tools.
  • Collaboration skills – the ability to work with diverse stakeholders (employees in operations, leadership, administration, legal, policy, and other partners and government agencies).
  • Organizational kills: planning, scheduling, managing multiple projects when working alone or for others.
  • Skilled in Microsoft Office Suite.
  • Ability to develop new methods and techniques of training and evaluation.
  • Ability to understand and apply applicable rules, regulations, policies, procedures, and laws.

Responsibilities

  • Conduct research to identify training needs, via surveys, interviews, performance data, incident reports, policy, or legislative changes.
  • Scan best practices, evidence-based models, legal requirements (statutes, accreditation standards) to inform training content.
  • Analyze gaps between current skills/knowledge and required competencies.
  • Design and develop curricula (course outlines, learning objectives, lesson plans, materials) for various formats, e.g., classrooms, online, blended, scenario based.
  • Select or develop training aids: multimedia, simulations, role-based, and case studies.
  • Ensure content aligns with adult learning principles and different learning styles.
  • Collaborate with subject matter experts (SMEs) – e.g., directors, regional administrators, section supervisors, legal advisors, and policy and compliance staff to ensure accuracy.
  • Deliver training sessions in person, virtually, or in hybrid formats.
  • Facilitate workshops, seminars, rollouts of new policy, procedure directive, and refresher courses.
  • Adapt delivery methods for different audiences, e.g., new hires, management and supervisory staff, different section staff, field staff, central office staff, etc.
  • Monitor participant engagement, respond to questions, provide coaching or remedial instruction as needed.
  • Develop metrics and methods to assess effectiveness of training (pre/post test, surveys, observation, feedback).
  • Analyze outcomes: changes in knowledge, behavior, compliance, incident reduction, or performance improvements.
  • Review curriculum regularly to ensure relevance, accuracy, compliance with policy, procedure directive(s), laws, and regulations.
  • Report evaluation finding to leadership; recommend improvements.
  • Conduct audits of training records, ensure documentation, certification, compliance with internal and external standards.
  • Analyze training processes, workflows, scheduling, resource allocation, instructor assignments, delivery platforms for effectiveness and efficiency.
  • Propose and lead process improvement: e-learning adoption, standardization of training modules, streamlined evaluation tools, cost savings.
  • Assist in the development or revision of policies and procedures related to training, education standards, education and certification requirements.
