Plans, develops and implements federal civil rights compliance for the Office of Career-Technical Education: Monitors and provides technical assistance with the Guidelines of 1979 & Ohio Methods of Administration (MOA); Performs local district virtual and on-site MOA compliance reviews; Reviews, compiles, and prepares findings in a report to local districts and USDOE, Office of Civil Rights; Provides technical assistance to local Career-Technical Planning Districts (CTPDs) regarding civil rights compliance for all applicable legislation; Conducts legal research as requested; Produces, maintains, and updates records concerning procedures and requirements; and Facilitates training, presentations, entrance/exit interviews, and workshops regarding MOA Supports the planning, implementation, and monitoring of the Carl D. Perkins secondary grant in CTPDs: Reviews and approves a CTPD's budget, narratives, and revisions through the One Funding Application (OFA); Meets with administrators to evaluate & monitor use of Carl D. Perkins grant; Develops plan and procedures to facilitate compliance with legislation; Serves as a main contact with CTPD superintendents, CTE directors, and other administrators on strategic planning, program evaluation, state & federal funding policies, rules, & regulations; Interprets and implements policies and plans; Plans, schedules, and conducts field visits with CTPD superintendents, CTE directors, and other CTPD leaders; Reviews CTPD plans for conformity to program guidelines; Assists districts with CTPD structure changes; Maintains activity & site visitation records & reports; and Facilitates training, presentations, and workshops for CTPD administrators. Collaborates as needed with other units in the office of Career-Technical Education and the Ohio Department of Higher Education (ODHE) to provide technical assistance and support.
