The Education Program Consultant serving as Iowa's Comprehensive System of Personnel Development (CSPD) Coordinator is an integral member of the Bureau of Early Childhood, the Early ACCESS State Team and the Special Education Team providing leadership and technical assistance to stakeholders serving young children and their families through Iowa's IDEA early intervention services.

Requirements

  • Knowledge of adult learning theory/principles and experiences in designing and delivering professional development
  • Knowledge of Iowa's higher education systems and preparatory programs for various disciplines providing early intervention services
  • Knowledge of the IDEA Part C, Iowa Early Learning Standards, early learning personnel standards, applicable Iowa Code and Iowa Administrative Rule
  • Knowledge of Iowa's early care, health and education system and stakeholders
  • Strong written and verbal communication skills including developed interpersonal skills
  • Strategic and analytical mindset
  • Ability to work in complex situations and meet deadlines while leading teams as a non-traditional leader (no supervisory authority)
  • Ability to collaborate and work as a member of a team
  • 6 months experience, 12 semester hours, or a combination of both. Experience should be in the direct care or the overseeing of others who provide direct care to children.
  • 6 months experience, 12 semester hours, or a combination of both in one or in a combination of the following: Deaf education Deaf counseling Special education Intellectual disability Disability counseling Any experience dealing with the housing, transportation, accessibility, education, employment or advocacy for mentally or physically handicapped individuals.
  • 6 months experience, 12 semester hours, or a combination of both in education, instructional design, or a closely-related field.
  • Applicant should demonstrate a minimum of 6 months' experience, 12 semester hours, or a combination of both in the area of educational professional development design and implementation.
  • Graduation from an accredited four-year college or university and five years of full-time post-graduate work experience in any one or a combination of the following areas: a. Professional training, teaching, or counseling experience in an educational setting; b. Professional administrative experience in an educational setting; c. Professional finance, accounting, or auditing experience, including the preparation or analysis of financial statements; d. Professional experience in a major technical program area housed within the Iowa Department of Education; e. Professional data integration, data analysis, and statistical analysis experience; f. Professional communications experience, including public relations, marketing, or journalism; g. Professional school safety and emergency preparedness experience.
  • A combination of a total of five years of post-graduate education and full-time experience (as described in number one), where twenty-four semester hours of accredited post-graduate college or university course work equals one year of full-time experience.
  • Graduation from an accredited college or university with a Master's degree, possession of a valid Iowa Teaching Certificate, and three academic years of teaching and/or administrative experience in PK-12 and/or a post-secondary educational institution.
  • Possession of a School Business Official Authorization from the Iowa Board of Educational Examiners and seven years of full-time professional experience in finance, accounting, or auditing, including the preparation or analysis of financial statements.

Responsibilities

  • Maintain and coordinate an interagency comprehensive system of personnel development addressing pre-service and in-service system needs
  • Serve as a primary contact for agency/program administration for assistance in early childhood program design and state reporting. This includes serving leaders from school districts, community early care locations, AEAs, and administrator/teacher preparation institutions focused on early childhood programming
  • Work collaboratively with higher education institution faculty to address the special knowledge, skills, and abilities needed by providers to serve the needs of eligible infants and toddlers and their families.
  • Maintaining and reporting data representing components of the early intervention personnel system
  • Provide technical assistance to early intervention providers and leadership for integration of IDEA Part C early intervention requirements, curriculum, and assessments for young children of special needs or at-risk
  • Provide technical assistance to targeted partners of the Early ACCESS system to implement IDEA Part C procedures and IFSP outcomes, including information dissemination; linking to resources, training; consultation; problem-solving; and assessing needs
