About The Position

MDW is seeking Future Hire candidates to provide Economist support to our Assistant Secretary of the Navy for Research, Development & Acquisition (ASN/RD&A) client. The Economist must be capable of applying extensive professional knowledge, skills, training, and experience to support the ASN(RD&A) organization. This position will provide economic analysis support across the ASN(RD&A) enterprise. This position is located onsite at the Pentagon, Arlington, VA. The Economist will support the ASN(RD&A) with Foreign Investment Review (FIR) analysis. The Economist may perform a combination of some or all of the following duties: Develop optimized data management and transformation tools to execute more efficient program and business operations across the DON FIR. Provide program management support in the DON FIR. Track new and existing transactions and ensure all cases are reviewed and closed in a timely manner. Analyze DON FIR cases, compare cases against relevant regulatory and investment frameworks, and assess stakeholder risk. Provide recommendations by doing independent research on relevant subject matter. Develop and update FIR reporting metrics (e.g., cases reviewed, areas of investment, value of investments, etc. on a daily, monthly, and annual basis). Provide support across all three FIR portfolios to include employing FIR's risk identification process, assisting with mitigation compliance, and supporting strategic economic security and deterrence efforts. Assist with CFIUS and team telecom analysis. Review mitigation compliance requests, to include supporting monitoring site visits, as needed. Support various due diligence processes, including Small Business Innovation Research (SBIR)/Small Business Technology Transfer (STTR). Coordinate with stakeholders across the DON, DoD, and interagency on adversarial capital and economic security issues. Provide recommendations regarding risks from macroeconomic events and foreign direct investments into the DON and associated industrial base. Provide administrative and logistical support to the FIR community of practice. Develop input for quarterly FIR newsletter. Review and make recommendations regarding DoD or DON proposed legislation or regulations.

Requirements

  • Minimum of four (4) to seven (7) years of experience utilizing statistical analysis, mathematical methodologies, and modeling techniques to develop data for conducting research and analysis on economic data/trends and producing forecasts, interpretive reporting, and media used for risk assessment, communication, and decision making.
  • Able to design and organize data into reports and illustrations to present economic information used for decision-making and solution development.
  • Minimum of a bachelor's degree in economics.
  • Minimum of 8 years' experience in business or finance support of DoD programs and working knowledge of the PPBE process.
  • Candidates for this position must be eligible to obtain a US DoD Secret Clearance (required U.S. citizenship)

Nice To Haves

  • Experience working in an Echelon 1 organization (the highest organizational levels within the U.S. Navy) and working with Senior Executive Service Civilians, and Flag Officers/General Officers is highly recommended.
