About The Position

This position is responsible for the construction of a portion of the data base which is the federal Quarterly Census of Employment and Wages (QCEW) report by utilizing the employment and wage data from the universe of businesses covered by state and federal unemployment compensation laws.  This database contains micro data which are summed by North American Industry Classification System (NAICS) codes within counties.  This position is also required to identify employment trends by ensuring the accuracy and validity of the data through statistical analysis.  This report is used for policy making and planning by private industry and by federal, state, and local governments. This position is critical to meeting contract deliverables with the U.S. Bureau of Labor Statistics and provides industry and geographic data for the state and substate areas. This database contains microdata which are summed by North American Industry Classification System (NAICS) codes within counties.  This position is also required to identify employment trends by ensuring the accuracy and validity of the data through statistical analysis. This position is part of a team that produces the most detailed industry and geographic data for the State.  These data are used to determine average employment and wages which are used by FloridaCommerce leadership, workforce and economic development agencies, employers, and educational institutions. FloridaCommerce is a fast-paced work environment in which critical thinking and prioritizing are a must.

Requirements

  • Knowledge of Microsoft Office software, particularly Excel.
  • Knowledge of basic mathematical, statistical, and economic concepts.
  • As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.
  • Duties and responsibilities of this position must be performed at the official work site of the Department.
  • Travel may be required.

Nice To Haves

  • Bachelor's degree from an accredited college or university in Economics, Statistics, or Math or Related Social Science or four years' experience in research and analysis.
  • Experience using spreadsheet applications.

Responsibilities

  • Prepares a portion of the QCEW report of employment and wages by industry and geography.
  • Analyzes and comments on or makes corrections to all data that failed an edit within set time frames.
  • Determines which data fluctuations are due to employer reporting errors and identifies predecessor/successor transactions.
  • Makes all corrections accurately and immediately for missing or incorrect data.
  • Makes determinations of formulas and utilizes various methods of estimation and approximation, including estimating employment figures based on average weekly wages, estimating wage data based on prior quarters, and calculating average monthly employment.
  • If data are correct, then provide a comment code and narrative comment on the reason for the fluctuation of the data.
  • Interprets, reviews, and analyzes the Multiple Worksite Reports exercising independent judgment in the performance of comparative analyses between them and Reemployment Assistance-reported data, thereby, determining data reliability.
  • Makes additions and deletions of reporting units prior to deadline.
  • A general knowledge of the Reemployment Assistance Law and professional contact with employers providing assistance on resolving questionable data or responding to the employer inquiry is required.
  • Answers telephone calls received from employers pertaining to the survey or Multiple Worksite Reports.
  • Assigns NAICS codes and county codes to unclassified accounts.
  • Analyzes data with specific error codes and make the appropriate corrections to the QUEST system.
