About The Position

The Economic Development Manager is responsible for advancing the City’s economic development goals through retail recruitment, incentive program management, transit-oriented development (TOD) initiatives and downtown revitalization efforts. This position manages complex development projects, cultivates relationships with the private sector and key stakeholders, and supports strategic business recruitment through marketing, incentives and professional engagement.

  • Skilled in defining problems, collecting data, establishing facts, and drawing valid conclusions;
  • Skilled in reading, interpreting, applying, and explaining laws, codes, ordinances, rules, regulations, policies, and procedures;
  • Skilled in preparing clear and concise reports, including oral, written, and audio/visual presentations;
  • Skilled in maintaining sensitive and confidential information;
  • Skilled in gathering and analyzing complex information and making recommendations based on findings and in support of organizational goals;
  • Skilled in operating a computer and related software applications;
  • Skilled in communicating effectively with a variety of individuals.
  • Bachelor’s degree in Economic Development, Urban Planning, Public Administration, Business, Real Estate, Finance, Marketing or a related field.
  • Five years of progressively responsible experience in economic development, urban development, redevelopment, real estate development or a related field
  • Must pass pre-employment drug test.
  • Must pass criminal history check.
  • Must pass motor vehicle records check.

Responsibilities

  • Assists in developing and maintaining short and long-term strategic planning processes and coordinates departmental efforts related to assigned area of responsibility.
  • Participates in the development of services, programs, policies, and procedures in assigned area of responsibility.
  • Coordinates department-wide initiatives for the enhancement and improvement of service and program delivery for TOD areas and special projects
  • Ensures compliance with applicable Federal, State, and Local laws, rules, regulations, laws, and policies.
  • Serves as a liaison with employees and external organizations; represents the City at a variety of meetings, public events, training sessions, on committees, and/or other related events.
  • Participates in coordinating the exchange of information within the organization, with external agencies, and with the public.
  • Prepares, reviews, interprets, and analyzes market conditions and a variety of information, data, and reports and makes recommendations and presentations based on findings.
  • Performs other duties as assigned.
  • Manage all retail incentive projects, including coordination, evaluation, compliance, and ongoing monitoring of incentive agreements.
  • Lead transit-oriented development (TOD) initiatives, including managing TOD projects and coordinating and facilitating the TOD Committee.
  • Assist with the recruitment and retention of retail, restaurant, entertainment, and hotel development through direct outreach and relationship-building.
  • Oversee Historic Downtown Carrollton initiatives, maintain strong relationships with downtown tenants, and attend and participate in monthly downtown meetings.
  • Develop a working knowledge of economic development incentive structures, including performance-based agreements and public-private partnerships.
  • Provide project management support for economic development initiatives from concept through implementation.
  • Produce written and visual content for marketing collateral, proposals, and recruitment materials related to business attraction and development efforts.
  • Prepare and manage Requests for Proposals (RFPs) and Requests for Qualifications (RFQs) for economic development–related projects, including coordination with internal departments and external consultants.
  • Represent the City at networking events, industry meetings, and conferences; deliver presentations and communicate effectively with developers, business leaders, elected officials, and the public.
  • Travel periodically for professional development, business recruitment, and economic development conferences or site visits.
  • Perform related duties as assigned in support of the Economic Development Department’s objectives.
  • Manage special projects as assigned.
