About The Position

Incumbents of positions in this series prepare or review plans, designs, specifications and cost estimates for engineering projects; prepare and/or review reports, studies and analytical data; perform calculations relating to engineering problems; perform engineering surveys; inspect construction and/or maintenance work; and perform related work as required. The basic purpose of this work is to perform professional engineering duties in such areas as highways, bridges, buildings and facilities all in accordance with sound engineering principles, applicable laws, regulations and standards.

Requirements

  • Applicants must have at least (A) five years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials, of which (B) at least three years must have been in a professional capacity, and (C) of which at least one year must have been in a supervisory capacity, or (D) any equivalent combination of the required experience, and the substitutions below.
  • An Associate's degree with a major in civil engineering or civil engineering technology may be substituted for a maximum of one year of the required (A) experience.
  • A Bachelor's degree with a major in civil engineering or civil engineering technology may be substituted for a maximum of two years of the required (A) experience.
  • A Graduate degree with a major in civil engineering may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.
  • SPECIAL REQUIREMENT: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License may be required.

Responsibilities

  • Performs complex engineering reviews of permit application submittals and recommends modifications to plans, specifications, TTCP’s, and engineering agreements in accordance with MassDOT design criteria, policies, and regulations.
  • Provides guidance and direction to consultants, developers, public and private entities, subordinates, and others to ensure access permitting review and issuance is performed in accordance with current CMRs.
  • Ensures associated construction activities are performed in accordance with current standards and approved plans and permit language.
  • Consults and coordinates with various District and Boston Statewide Units and Sections to insure timely review and distribution of comments for access permit submissions.
  • Conducts comment resolution meetings to resolve conflict comments between review entities to expedite the issuance of highway access permits.
  • Coordinates with the District Project Development Section to ensure private development work within proposed Federal and State funded TIP and Bipartisan Infrastructure Bill projects do not negatively affect the project delivery process.
  • Serves as District representative with Legal disputes related to permit and/or MEPA process.
  • Provides interdisciplinary coordination of MEPA process with the Project Development and Traffic Operations Sections to review Environmental Impact Reports, Land Use and Socio-Economic impacts to state highway assets.
  • Coordinates with the MassDOT Private Public Development Unit (PPDU) for proposed private development projects abutting state highway.
  • Collaborates with legislative and municipal officials for all matters related to private development within the District.
  • Ensure private development access permit applications are in compliance with MEPA Section 61 Findings.
  • Supervises and coordinates major utility infrastructure work conducted under highway access permits.
  • Supervises and coordinates Special Permit activities, such as movie/television filming requests.
  • Works with the Office of Real Estate and Development (OREAD) to coordinate property canvas requests.
  • Coordinates District review of proposed canvas locations for impacts to state highway and future department needs for proposed parcels.
  • Works with the Outdoor Advertising Group to coordinate District comments for proposed billboard locations adjacent to state highway.
  • Coordinates District review of proposed outdoor advertising locations for impacts to state highway and future needs for access permitting.
  • Supervises and coordinates the activities of subordinates engaged in Civil Engineering activities to ensure effective operations.
  • Provides oversight of District Permits engineering staff in the review and drafting of access permits.
  • Provides oversight of District Permits field staff for inspection and acceptance of permit related construction activities.
  • Insures effective and accurate data entry into the State Highway Access Permits System (SHAPS).
  • Appropriately archives permit records for accessibility.
  • Performs final unit review and approval of all District Permits requiring DHD signature.
  • Prepares and reviews outgoing correspondence in response to customer inquiries, permit submittals, and other related unit matters requiring an official response.
  • Performs a variety of functions related to employee supervision including delegating work commensurate with staff titles, EPRS, employee discipline, review of weekly time sheets (SSTA), review of personnel policies, etc.
  • Performs customer service work (email, telephone, and person to person) to potential grantee's and other public and private entities to insure an effective, consistent, and streamlined MassDOT permitting process.
  • Perform related duties as required.
