About The Position

The Economic Development Coordinator - Public Improvement Districts is responsible for the day-to-day implementation of the City of Dallas’ Public Improvement District (PID) program in accordance with Chapter 372 of the Texas Local Government Code, the City of Dallas’ PID policy, and all other applicable rules and regulations. PIDs are special assessment areas created at request of property owners via petition. All property owners within the district pay a supplemental assessment with their property taxes, which the PID uses for services above and beyond existing City services. There are 13 PIDs in the City of Dallas, however, the number of districts may change if new ones are created and/or dissolved in the future. Key duties include monitoring the timely delivery of agreed-upon service enhancements and improvements to property owners within the boundaries of each PID; leading the annual service plan adoption process; leading the process for PID renewals; contract monitoring; preparation of annual certified assessment rolls; preparation of memos, ordinances/resolutions and other agenda items for City Council consideration; attending PID board meetings, and serving as the primary point of contact between PID management entities, the City of Dallas, and the public.

Requirements

  • Excellent written and verbal communication skills, as well as the ability to create and deliver presentations.
  • Strong interpersonal skills with the ability to establish and maintain strong working relationships. Ability to work with other staff across the organization, consultants, contractors, City management, and the public.
  • Ability to draft, prepare, and create agenda items with extremely high accuracy.
  • Ability to research, review, and analyze reports.
  • Ability to evaluate multiple alternatives to reach sound conclusions.
  • Knowledge of public administration and governmental environment.
  • Proficient in the use of Microsoft Office – especially Excel, Word and PowerPoint; experience using ArcGIS a plus.
  • Ability to plan, organize, and coordinate resources.
  • Knowledge of budget development and/or public finance a plus.
  • Bachelor’s degree from a four-year accredited college in any or a combination of the following areas: Public Administration, Public Policy, Public Affairs, Business Administration, Urban Planning, Urban Studies, Urban Affairs, Real Estate Development, GIS, Finance, Accounting, Liberal Arts.
  • Minimum of four (4) years of relevant experience in roles that demonstrate a proven ability to communicate effectively, manage multiple projects, overcome obstacles and work effectively in a fast-paced environment.
  • This position may need to have an Economic Development Finance Professional Certification or be willing to secure such certification during the probationary period of employment.

Responsibilities

  • Monitor and manage management agreements between the City of Dallas and its contracted PID management entities, ensuring adherence to terms and conditions, including the timely delivery of agreed-upon service enhancements and improvements by PID management entities to property owners.
  • Lead the coordination of annual PID Service Plan and assessment rate adoption process, including drafting of annual PID Service Plan ordinances, notices of public hearings and mailers to property owners.
  • Prepare the annual certified assessment rolls in accordance with relevant standards and regulations.
  • Lead PID renewal process, including petition review/signature validation, public hearing announcements publication, and drafting of resolutions and other agenda item materials for City Council consideration.
  • Prepare memos, ordinances/resolutions, and other agenda items for consideration by the City Council.
  • Attend PID board meetings and serve as main point of contact between PID management entities, the Office of Economic Development, and other City departments including the City Attorney’s Office to address/resolve legal issues.
  • Coordinate with relevant GIS staff to make PID boundary maps and adjustments as needed.
  • Review, analyze and reply to routine requests for information and assistance from PID management entities, interested stakeholders, and the general public.
  • Perform any and all other work as needed or assigned.
