About The Position

This position focuses on economic development, and specifically the coordination, planning, administration and delivery of economic and community development projects within the City. Projects could be under the administration of the Port Authority, HRA or the City itself. This position is onsite and is eligible to work 1 day remote upon hire. Consideration for 2 days total remote will be given after completion of a six month training/probationary period.

Requirements

  • Bachelor's Degree in Planning, Urban Affairs, Public Administration, Engineering, Economics, or a similar field
  • Software skills including Microsoft Excel, Word, and Power Point
  • One year experience in development with a Port Authority, Housing and Redevelopment Authority, Economic Development Authority, planning agency, or private real estate developer

Nice To Haves

  • Master's Degree in Planning, Urban Affairs, Public Administration, Engineering, Economics, or a similar field
  • Additional years government and/or development experience with a Port Authority, Housing and Redevelopment Authority, Economic Development Authority, planning agency, or private real estate developer
  • Economic Development Finance Professional (EDFP) and/or International Economic Development Council (IEDC) certification
  • Experience with GIS and other applicable software
  • Experience with grant administration or writing grants
  • Experience presenting to public officials
  • Experience reviewing or preparing development agreements

Responsibilities

  • Managing economic development, redevelopment, and housing development projects, including redevelopment of land
  • Assisting and/or directly negotiating with economic development project stakeholders
  • Assisting with analysis of public investment for development projects
  • Creating financial models and project pro forma
  • Assisting in analysis of TIF proceeds, bonds and other debt instruments
  • Administering grant processes, including applications, timely reporting, and compliance with Federal, State, Metropolitan Council, Hennepin County, and other agency's requirements
  • Assisting with procurement of professional services
  • Assisting with preparation of the annual Port Authority budget and related City fund(s)
  • Monitoring public contracts for compliance
  • Monitoring budgets and tracking expenditures for development projects
  • Coordinating public meetings and recording comments
  • Creating agenda and running project meetings as assigned
  • Building collaborative relationships with other City departments, government agencies, developers, landowners, and non-profit organizations
  • Preparing reports, program descriptions, and recommendations for action and other communications to the Port Authority Board
  • Maintaining and expanding development knowledge, including understanding of laws and regulations
  • Preparing and coordinating Requests for Qualifications (RFQ) and Requests for Proposals (RFP) for the sale of public land and other services
  • Assisting with strategic planning activities
  • Reviewing professional and technical reports and summarizing findings
  • Managing tenants, property managers and leasing of publicly owned buildings
  • Assisting with administration of local economic development assistance programs
  • Developing strategies for attracting and retaining desired businesses, as directed by the Port Authority
  • Preparing and conducting presentations for small groups or boards, commissions, or councils
  • Performing other duties as assigned
