About The Position

The Exceptional Children (EC) Program Specialist is responsible for overseeing EC programming and instructional practices across district schools. This role provides direct support to building administrators, teachers, and support staff to ensure high-quality services for students with disabilities. The EC Program Specialist must have a strong understanding of the North Carolina Standard Course of Study, the EXTEND1 alternate curriculum, special education laws and policies, and evidence-based instructional practices. Key responsibilities include monitoring compliance, training staff, and supporting IEP teams with accurate information and quality data to guide decision-making. The position requires strong communication, interpersonal, and organizational skills, along with a deep knowledge of learning differences among students with disabilities. The EC Program Specialist serves as an advocate for the rights and needs of students with disabilities in alignment with state and federal regulations.

Requirements

  • Education: Bachelor's degree in Special Education; a Master's degree is preferred.
  • Experience: Minimum of 5 years of successful special education teaching experience.
  • Knowledge: Deep understanding of IDEA, North Carolina's governing policies for children with disabilities, and inclusive instructional practices.
  • Skills: Strong coaching, communication, and problem-solving abilities, with experience in Multi-Tiered Systems of Support (MTSS) and progress monitoring.
  • Certification: Crisis Prevention Intervention (CPI) certification or a willingness to obtain it is often required.

Responsibilities

  • Compliance and Monitoring: Ensure school-based staff are compliant with federal and state special education laws, including the North Carolina Policies Governing Services for Children with Disabilities, and IDEA.
  • Staff Support and Training: Provide professional development, coaching, and training to EC teachers and other school staff on special education paperwork, data collection, and the use of the district's software management system.
  • IEP and Data Management: Manage initial referrals and eligibility processes, ensure timely processing, and support schools with the development and monitoring of IEPs.
  • Instructional and Behavioral Support: Consult and provide technical assistance to EC teachers, offering guidance on providing specially designed instruction (SDI) in various learning environments, behavioral supports, and evidence-based instructional strategies.
  • Collaboration and Problem-Solving: Work collaboratively with school professionals, parents, and community agencies to assess needs and develop effective support systems for students with disabilities.
  • School-based Medicaid Program: Assist the director with submitting school-based administrative claiming & cost reconciliation
