The Early Intervention Specialist provides intervention services to infants, toddlers, and families to help children progress in acquiring and mastering functional skills, thereby reducing or overcoming limitations resulting from disabilities or developmental delays. This role is governed by the Individuals with Disabilities Education Act and regulated by the Health and Human Services Commission (HHSC). As a member of an interdisciplinary team, the specialist evaluates, assesses, determines continuing eligibility, develops and implements treatment plans, documents progress, educates families and community partners, collaborates with physicians and other care providers, maintains required records, and meets professional requirements as an Early Intervention Specialist. In addition to providing direct intervention services, the Early Intervention Specialist serves as the Service Coordinator, coordinating all identified services, overseeing the family's access to resources, and supporting their understanding of rights and advocacy. Services are delivered in the child's natural environment, necessitating independent navigation and travel across Bexar County, and the provision of services in various locations and conditions. The position requires daily face-to-face interactions with co-workers, families, children, and the general public. The specialist provides Specialized Skills Training (SST) to children with disabilities and/or developmental delays, offering families and caregivers strategies to help children participate in their natural environment. The role emphasizes educational material, coaching, and emotional support to families, enabling children to learn throughout the day in typical activities and fostering attachment between the parent or primary caregiver and child. Documentation of all services must be completed within required timelines and in compliance with agency standards, Medicaid, and private insurance regulations. The specialist also provides Targeted Case Management (TCM) to link families to outside resources and services, including screening for Medicaid/CHIP eligibility and coordinating services as outlined in the Individualized Family Service Plan (IFSP). The role includes scheduling and facilitating annual evaluations and IFSP meetings, participating in interdisciplinary assessments, and ensuring compliance with HHSC/ECI rules and regulations.
