About The Position

The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, and has approximately 17,000 employees. It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence. The NC Department of Health and Human Services (DHHS), in collaboration with its partners, protects the health and safety of all North Carolinians and provides essential human services. DHHS is establishing a new Division of Child and Family Well-Being that focuses on supporting whole-child and whole-family health and well-being for North Carolinians. This division works to ensure that North Carolina’s children grow up safe, healthy, and thriving in nurturing and resilient families and communities. It will bring together complementary programs from the Divisions of Public Health, Mental Health, and Social Services to maximize services and outcomes for children and their families, including nutrition programs (SNAP, WIC, and the Child and Adult Care Food Program), health and prevention services for children and youth, children’s behavioral health services, and early intervention programs. This position will transfer to the Division of Child and Family Well-Being this calendar year. The primary purpose of this position is to provide direct service coordination for children in the NC Infant-Toddler Program and to provide support to their families/caregivers. Service coordination is a critical service that is helpful for families/caregivers and is also required by federal law, the Individuals with Disabilities Education Act (IDEA). Services provided through the NC ITP must comply with the IDEA, federal regulations, and state policies and procedures. This position, an Early Intervention Service Coordinator for children birth to three, is located within the catchment area of the Raleigh Children’s Developmental Services Agency (CDSA). This position will be located in and will serve children in Wake County.

Requirements

  • Candidates now meet the minimum qualifications of a position if they have the minimum education and experience listed on the vacancy announcement.
  • Bachelor’s degree in Special Education, Elementary Education or Early Childhood Education, Psychology from an appropriately accredited institution and two years of professional experience working with the population served.
  • OR Bachelor’s degree in human services field from an appropriately accredited institution and three years of professional experience working with the population served.
  • OR An equivalent combination of education and experience.

Nice To Haves

  • Knowledge of coaching interaction styles and adult learning principles.
  • Experience working with infants, toddlers and their families using research-informed and/or evidence-based practices for the provision of early intervention services.
  • Experience developing treatment and/or outcomes-based plans, setting goals, planning, writing and measuring outcomes for children and their families
  • Good written and oral communication skills
  • Attention to detail and the ability to manage time independently

Responsibilities

  • Working with families and providers to develop functional Individualized Family Service Plans (IFSPs).
  • Working with multidisciplinary teams to determine families’ needs for supports and services, conducting home visits, coordinating and facilitating services and transition planning, and participating in the authorization and monitoring of early intervention services.
  • Working with children ages 0–5 on developmental or educational goals, including children with developmental delays.
  • Working knowledge of young child development.
  • Working and collaborating with families and other professionals on early intervention techniques and resources.
