About The Position

This position promotes public health and also fills a regulatory mandate. The Early Intervention Program (EIP) is a comprehensive interagency program that supports infants and children with developmental delays in their efforts to realize their full potential. It reduces the likelihood of delays among at-risk children, assists and empowers families to meet their child's and their own needs, and entitles children, regardless of race, ethnicity or income to services through the program. Research demonstrates that children who receive Early Intervention services are less likely to need special education, or if they do, are able to be in less restrictive settings; they also have higher math and English scores in third grade, and more positive life outcomes. Thus, receipt of Early Intervention services benefits the child, their family, and society, including saving money on the intensive special education and services that are not needed. The EIP is legally mandated under Title II-A, 2552, of Article 25 of the NYS PHL to ensure that eligible children receive therapeutic services as soon as possible, and it has been recognized as an essential service during COVID-19 by NYS. The process of getting children to services includes processing referrals to the EIP, scheduling evaluations and Individualized Family Service Plan (IFSP) meetings, convening IFSP meetings, and authorizing services. Children continue to receive IFSP meetings every six (6) months for as long as they are in the Program. The Bureau of Early Intervention oversees provision of therapeutic services to 30,000 children ages birth to 3 years each year. At the borough level, contracted service agencies are monitored by the Regional Office.

Requirements

• A Baccalaureate Degree from an accredited college or university in Business Administration, Engineering, or Social Sciences, Health Care Specialization, Physical Sciences or related programs; and A minimum of four years of progressive, responsible, experience related to Health Care Program Planning, Research, Design, Operation, Evaluation and Analysis; or
• A Master's Degree from an accredited college or university in Public Health, Public or Hospital Administration, Health Care Specialization, Business Administration or related disciplines; and A minimum of three years progressive, responsible, experience directly related to health care program planning, research, design, operation, evaluation and analysis; or
• A satisfactory equivalent combination or training, education and experience; and
• Demonstrated skills in written and oral communication.

Responsibilities

• Conduct IFSP meetings in a manner consistent with the EI regulations and municipal policies. This includes but is not limited to: (a) applying the regulations, rate methodology and billing rules applicable to the Individual Family Service Plan process, (b) ensuring that the rights of families are upheld, (c) chairing IFSP meetings in a manner that is conducive to discussion of all relevant issues and concerns of the parent, evaluator and service coordinator, and (d) interpreting both State Department of Health and DMH procedures and applying them to the IFSP process.
• Ensure the completion of all necessary documentation relating to the evaluation and IFSP process. This includes, but is not limited to (a) reviewing evaluations as assigned for completeness and accuracy (b) reviewing and ensuring the accurate completion of six month updates (b) reviewing and ensuring the accurate completion of annual reviews (c) responding to requests for amendments to the IFSP and ensuring the accuracy and completeness of relevant paperwork (d) submitting all required paperwork in a timely and accurate manner.
• Ensure the accurate completion of other procedures as delineated in the NYC Policy and Procedure Manual and New York State Regulations.
• Use the EI Hub case management system for data entry, case processing and monitoring, and other activities, as defined in NYC Policy and Procedure and NYS Regulations
• Communicate with providers, families, service coordinators and other colleagues as appropriate. This includes, but is not limited to (a) returning messages and communications in a timely fashion, (b) maintaining a demeanor conducive to an open exchange of information, and (c) reporting concerns and submitting requests for technical assistance to supervisors and other EI staff when appropriate. Attend regulatory scheduled meetings. This includes but is not limited to (a) scheduled meetings with office and field staff, and (b) meetings outside the regional office.
• Respond to, prepare for, and attend mediations/fair hearings as assigned and perform and complete other assignments as necessary.
