About The Position

This is a highly responsible position in Florida Department of Health in Broward County, Division of Communicable Diseases. This is a Senior Human Services Program Specialist position assigned to the HIV/AIDS Program working in Early Intervention Services. This position is supervised by the PROGRAM ADMINISTRATOR - SES. The primary responsibilities of this position include providing technical assistance and quality assurance services to registered HIV test sites, working with the local prevention planning council and the Part A Grantee, and management of HIV/AIDS counseling and testing services. The position requires advanced levels of knowledge of data collection and analysis, management principles and practices.

Requirements

  • Current employee of Florida Department of Health.
  • Valid driver's license and willingness to drive a county vehicle.
  • Knowledge of HIV/AIDS and STI prevention in a public health setting.
  • Strong written and verbal communication skills.
  • Experience providing trainings, presentations and outreach.
  • Experience providing technical assistance to registered HIV testing sites.
  • Experience providing HIV/AIDS 500/501 Trainings.
  • Experience utilizing the Counseling Testing and Linkage System (CTLS) to document or review HIV testing activities.
  • Available to work nights and weekends as required by program needs.

Nice To Haves

  • Master's degree from an accredited college or university in Public Health, Social Work, or any other health related field.
  • Experience working in the HIV/AIDS field or health related field.
  • Minimum of six (6) months of experience utilizing the Counseling Testing and Linkage System (CTLS).
  • Minimum of six (6) months providing technical assistance to registered HIV testing sites.
  • Minimum of six (6) months of experience providing HIV/AIDS 500/501 Trainings.

Responsibilities

  • Participates in quality improvement activities, including assisting the HIV/AIDS and Hepatitis section of the Florida Department of Health with quality improvement and technical assistance site visits.
  • Collaborates with team members and program staff in the Communicable Disease Division; TB, Epidemiology and Surveillance, Hepatitis, Contact Management, PROACT.
  • Responsible for registration of new HIV testing sites, annual memorandums of agreement (MOAs) and annual reregistration compliance of existing HIV testing sites.
  • Provides technical assistance, guidance, and training to community providers regarding HIV testing technologies, forms, policy development, and site registration.
  • Ensures an effective training system exists in Broward County and provides training to community providers and Health Department staff.
  • Evaluates area training program and ensures accessibility, availability, cultural competence, and standardization.
  • Serves as the liaison to all area HIV/AIDS prevention programs to ensure compliance with Florida statutes.
  • Evaluates area counseling, testing and linkage program by reviewing HIV testing data regularly.
  • Attends statewide Early Intervention Consultant (EIC) meetings and participates in all EIC calls and workgroups.
  • Assists in the planning, coordination and evaluation of testing related events including National HIV Testing Day and World AIDS Days.
  • Responsible for the inventory of all counseling and testing supplies and related prevention materials.
