About The Position

The Early Childhood Education (ECE) Manager oversees the early childhood development and education services for both Home Based (HB) and Child Care Partnership (CCP) program options. This position coordinates, facilitates, and monitors the quality and compliance of the ECE services provided to all the enrolled children and families. The EHS ECE Manager is part of the EHS Management Team and leads and/or participates on activities that are part of the 0-5 division. This position collaborates and communicates closely with other content area managers, as well as supervisors to implement high quality comprehensive services that impact children’s school readiness outcomes. This position holds supervisory responsibilities as well as providing group/individual coaching for staff and childcare partners.

Requirements

  • At least BA/BS in Early Childhood Education or related field with early education teaching experience required.
  • Two years of supervisory and/or management experience in Early Head Start or related program required.
  • Sound organizational and time management skills to manage high and varied activity level.
  • Initiative, flexibility, creativity, and enthusiasm.
  • Ability to be an excellent representative of the agency to the community.
  • Excellent written and oral communication skills.
  • Ability to administer a complex program by being detail oriented, following up on concerns, and understanding the systems which help ensure quality of service and accurate record keeping.
  • Excellent interpersonal skills, including the ability to work cooperatively as a team leader and team member.
  • Computer literacy.
  • Ability to gather, analyze, and utilize data efficiently and effectively; and create useful reports to communicate with others.

  • Maintains Valid CA Driver’s License and maintains insurability on the Agency’s auto liability policy (including a minimum of 2 years driving experience) and maintains the California state required auto insurance liability limits OR maintains reliable transportation to attend all appointments and meetings as required in the position.

Nice To Haves

  • Master’s level education in Early Childhood Education or related field preferred.
  • Knowledge and experience in conducting evidence-based coaching practices is preferred.
  • Knowledge and experience in FCCERS/ITERS, CLASS, TPITOS, DRDP, Creative Curriculum, Parents as Teachers Curriculum, Learning Genie, and ChildPlus record management software preferred.

Responsibilities

  • Supports and promotes the mission of the Agency: Foothill Family empowers children and families on their journey to achieve personal success.
  • Implements and monitors contract requirements and regulations, including the Head Start Program Performance Standards (HSPPS), Head Start Act, and Community Care Licensing (CCL) regulations, to ensure compliance in early childhood development and education services.
  • Assumes responsibility for child development and education services, including school readiness, child outcomes, curriculum implementation to fidelity, and completion of developmental screenings and assessments.
  • Develops and updates program policies and procedures in alignment with regulations, agency mission and philosophy, and program goals to ensure timely delivery of high-quality services.
  • Provides leadership and oversight, through supervisors and designated staff, to ensure the planning, implementation, monitoring, and continuous improvement of high‑quality ECE services across all program options in compliance with HSPPS and applicable regulations.
  • Develops and oversees systems for recordkeeping, data tracking, monitoring, and reporting to support data informed decision making and continuous quality improvement.
  • Analyzes data and presents findings tailored to various stakeholders.
  • Oversees, through supervisors and key stakeholders, the selection, implementation, and monitoring of curricula, developmental screenings, assessments, and instructional practices ensuring fidelity, cultural and linguistic responsiveness, and inclusion.
  • Ensures effective monitoring of education service delivery, including CCP and home-based observations, environmental quality reviews, and compliance monitoring activities in collaboration with Health and Safety and other content areas.
  • Oversees the delivery of developmentally appropriate education services across all learning domains (language and literacy; social‑emotional; math and science; creative arts; and physical development), ensuring alignment with each child’s developmental stage, interests, and individual needs.
  • Collaborates with Family Engagement, Health, Mental Health, Disabilities, and other service areas to ensure parents receive child development education that supports milestones, school readiness, responsive parenting, and positive interactions.
  • Oversees ongoing monitoring systems, through supervisors, to ensure timely completion of screenings, assessments, individualization, lesson planning, transitions, home visits, conferences, and group socializations.
  • Oversees coordination of Home‑Based group socializations, while working through supervisors to ensure service frequency, quality, curriculum alignment, and required documentation are met.
  • Collaborates with Program Directors and fiscal staff to develop, manage, and monitor ECE-related budgets, contracts, inventories, and resources to support data driven planning and effective service-delivery.
  • Plans and oversees professional development, training, and technical assistance, based on program data, monitoring results, and identified staff and partner needs, while working through supervisors.
  • Participates in recruitment and selection processes and ensures onboarding, supervision, coaching, and ongoing professional development are implemented through supervisors in alignment with program goals and contract requirements.
  • Ensure staff and partner qualifications and competencies meet Head Start and regulatory requirements, while working through supervisor oversight.
  • Establishes and oversees transition procedures, in collaboration with other content area leaders, to support successful transitions into and out of EHS.
  • Promotes a positive, collaborative, and supportive work environment, ensuring continuity of services, through supervisory planning, during staff absences or emergencies.
  • Participates in program-wide planning and improvement activities, including self-assessment, community assessment, policy and procedure development, funding applications, and quality improvement planning, as applicable.
  • Identifies systemic barriers affecting service delivery or teamwork and collaborates with program leadership to recommend and implement solutions.
  • Facilitates the development and maintenance of networks, cooperative and collaborative relationships with both public and private community organizations, groups and individuals; effectively represents the Agency at community meetings and outreach events; Consults with other agencies and schools.
  • Prepares for and participates in meetings, supervision, training sessions and other activities pertaining to Early Head Start or Foothill Family as required.
  • Keeps abreast of new developments in the field of early childhood development, parent and family engagement, social services, prenatal and related areas.
  • Provides care or services to minors or comes into contact with minors as part of their job duties.
  • Provides services relating to the administration of public funds or benefits, including eligibility for public funds or public benefits.
  • Travels between Foothill Family and Child Care Partner sites for training, meetings, to provide supervision and other in-person interactions.
  • Attends in-person meetings and events at various locations within the Los Angeles County.
  • Displays sensitivity to the service population’s cultural and socioeconomics characteristics.
  • Performs work in a safe manner at all times and ensures employees are abiding by safety practices; takes action when employees put themselves or others at risk.
  • Follows all policies, procedures and legal mandates including HIPAA, client confidentiality, releases of information, protected health information (PHI) and client files; Ensures staff and contractors also comply with these policies.
  • Reports to work on time and maintains reliable and regular attendance.
  • Performs other duties as assigned.
