The DSHS DVR Pre-ETS Program Manager is a leadership role focused on enhancing the lives of students with disabilities through effective management of the Pre-Employment Transition Services Program. This position is integral to the Division of Vocational Rehabilitation (DVR) and aims to ensure that individuals with disabilities have access to meaningful employment opportunities. The manager will oversee program development, implementation, and compliance with federal and state regulations, while fostering collaboration with educational institutions and community organizations to support successful transitions from school to work.

  • Oversee and administer the development, implementation, and management of pre-ETS programs and resources as per federal requirements.
  • Ensure consistent service delivery and maintain relationships between the division and school districts.
  • Collaborate with DSHS Central Contracts and Legal Services and the DVR Contract staff to develop, negotiate, manage, and monitor Pre-Employment Transition Services contracts.
  • Work with the DVR Fiscal staff on billing, resource allocation, forecasting, budget management, documentation, tracking, and reporting.
  • Provide guidance and coordination to assist regional & deputy administrators, regional secondary school transition consultants, and VR supervisors.
  • Develop agreements & build relationships with local schools to ensure students exit out with an Individualized Plan for Employment (IPEs).
  • Manage & implement the state-level agreement between the division and the Office of the Superintendent of Public Instruction and Juvenile Rehabilitation by enhancing collaboration and service effectiveness.
  • Maintain relationships with other statewide organizations that promote the successful transition of youth with disabilities from secondary school to work.
  • Manage and update the statewide high school liaison list.
  • Master's degree in Rehabilitation Counseling, Special Education, Social Work, Human Services, or a closely related field.
  • Two years experience working as a counselor, supervisor, program specialist or administrator in a state VR agency under the federal Rehabilitation Act; OR two years experience working as an administrator or teacher in secondary or post-secondary education, with an emphasis on special education.
  • Extensive knowledge of federal and state laws, rules, and procedures that govern the delivery of VR services and the VR Secondary School Transition Program.
  • Understanding of federal compliance and reporting requirements for the VR Secondary School Transition Program and Pre-ETS.
  • Knowledge of local and state secondary education programs that jointly serve DVR customers, with emphasis on programs serving individuals with intellectual/developmental disabilities and behavioral health disabilities.
  • Ability to forge and maintain successful written agreements and organizational relationships.
  • Ability to compose, negotiate and monitor complex service delivery contracts.
  • Ability to communicate complex information clearly - both verbally and in writing.
  • Ability to organize and lead complex work processes, including establishing and accomplishing multiple priorities with competing timelines.
  • Competitive salary range of $80,000 - $106,548 per year.
