About The Position

The Assistant Manager for Accounts Payable (A/P) at the Texas Department of Public Safety is responsible for overseeing the daily operations of the A/P teams, ensuring compliance with state and federal regulations, and managing staff activities. This role involves handling customer inquiries, approving leave requests, coordinating employee schedules, and serving as the A/P Manager in their absence. The position requires a blend of accounting expertise and managerial skills to enhance team performance and maintain effective internal controls.

Requirements

  • Graduation from an accredited four-year college or university is required, preferably in Accounting or a related field.
  • Minimum of four years' experience processing accounts payable, with two years within a Texas State agency.
  • One year of team lead or supervisory experience is required.
  • Working knowledge of TXDPS, State and Federal regulations, legislation, guidelines, policies, and procedures.
  • Knowledge of generally accepted accounting principles and procedures affecting maintenance of accounting records.
  • Ability to develop plans, policies, and procedures for efficient workflow and overall effectiveness.
  • Ability to direct accounting functions and supervise the work of others.

Nice To Haves

  • Experience working in the A/P module of CAPPS/PeopleSoft Financials at a State Agency.
  • Intermediate or advanced Excel knowledge, including pivot tables and data analysis.

Responsibilities

  • Assist A/P team with internal/external customer payment inquiries by researching requests and following up with customers until successful resolution.
  • Review and approve leave requests to ensure coverage for business needs and assist with hiring selections.
  • Analyze work of A/P teams and recommend improvements to the A/P Manager for adaptations or revisions to procedures.
  • Provide effective supervision, coaching, and development of staff, including developing training curriculum.
  • Provide guidance to determine correct expenditure codes for requisitions and verify source documents.
  • Provide backup assistance with adjustments, purchase, travel approvals, and error resolution during peak processing times.
  • Coordinate and review documentation with A/P Manager for audit requests and submit for approval as required.
  • Serve as the A/P Manager in their absence.
  • Participate in special projects requiring coordination with staff within the Division and other entities.
  • Attend work regularly and observe approved work hours in accordance with agency policies.
