About The Position

The License Specialist II position at the Texas Department of Public Safety involves performing moderately complex licensing and permitting work in a Regional Operations Field office. The role includes reviewing applications, ensuring compliance with regulations, and interacting with the public to provide information about driver licensing procedures. The specialist will administer tests, approve applications, and maintain accurate records while working under general supervision.

Requirements

  • Moderately complex licensing and permitting work experience.
  • Ability to communicate effectively with the public and internal customers.
  • Knowledge of driver license laws and procedures, safety responsibility laws, and traffic laws.
  • Experience in administering tests and evaluating applicants' driving capabilities.
  • Proficiency in using computer applications and databases for data entry and record-keeping.

Nice To Haves

  • Experience in a customer service role.
  • Bilingual skills, especially in Spanish, to assist foreign language speaking applicants.

Responsibilities

  • Meet and deal with the general public in a professional and courteous manner; answer general questions pertaining to applications for various types of driver licenses and identification cards.
  • Determine the legal needs and requirements of driver license and identification card applicants; screen application forms to ensure applicant qualification.
  • Perform basic checks of physical driving capabilities of applicants; evaluate potential driving limitations due to various medications and their dosage quantities.
  • Inspect motor vehicles for safety prior to road tests; verify evidence of financial responsibility and check for registration and/or reciprocity.
  • Certify drivers as reasonable risks or disapprove drivers as unreasonable risks.
  • Make and interpret inquiries to determine applicants' eligibility for licensing using various external systems.
  • Issue licenses and permits, collect appropriate fees, and prepare receipts; ensure accountability for received monies.
  • Check accuracy of applications and documents; input data into appropriate computer applications and databases.
  • Advise applicants of suspensions, cancellations, and revocations, and how to qualify for reinstatement.
  • Administer written, oral, or other tests to license permit applicants; schedule applicants for driving tests.
  • Conduct comprehensive examinations to determine qualifications/limitations; observe applicants during road tests and inform them of their status.
  • Provide information and testimony for the Department in administrative and judicial hearings as necessary.
  • Provide administrative and technical assistance related to license and permit requirements to the general public and agency staff.
  • May provide on-the-job training for co-workers.
  • Administer road skills examinations; must have a valid State of Texas driver license to perform this duty.
  • Travel as required to work in other Driver License Offices and/or for training.
  • Prepare daily bookkeeping reports and maintain work area and testing devices.
